January 2006 Newsletter
The regular meeting of the City Commission was called to order at 7:30 pm on December 8, 2005 at the meeting room of the Jefferson County Fire Protection District 14 Firehouse, Taylorsville Road, Louisville, Kentucky, with the following persons present:

Commissioner Dunn made a motion to approve as published. The motion was seconded by Commissioner Hardin and passed unopposed.
Treasurer’s Report/Warrants
John Price read the treasurer’s report for November, 2005 and copies were made available for all people in attendance. Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Hardin. The motion passed without opposition.
The warrants for November, 2005 (totaling $19,283.37) were then read by John Price, and copies were made available for all people in attendance. Commissioner Nichols made a motion to approve payment of the warrants, which was seconded by Commissioner Dunn and passed without opposition.
Police Chief
Officer Redman, in addition to routine responsibilities:
--asked 2 homeless individuals to leave the park
--reported on disturbances of 11/14 and 11/19 in the city
--walked through Kennedy School with its principal to familiarize himself with its layout and needs on 11/22
--towed a wrecked, abandoned car over Thanksgiving weekend
--assisted with an alarm on Blowing Tree Road
--reported 1,655 mi. on police car
--commented on wood fence at end of Hoke Road
--noted that 6 vehicles had been stolen by one suspect in Forest Acres, Lincolnshire and Hurstbourne Acres in recent months
Discussion ensued among Commission members regarding the possibility of extending the apartment boundary fence at the end of Hoke; deferred for comment by City Attorney.
There was discussion re an increase in police coverage and possible sharing of police protection with Forest Hills and Lincolnshire, which was deferred to Commissioner Hardin.
Commissioner Hardin brought up additional discussion re recent incidents and general concern about unrestrained and possibly dangerous dogs.
Sanitation
Commissioner Heck reported that four additional residential dumpsters/garbage cans were to be delivered to residents in the city.
Parks
The city’s park has now been closed and the pipes winterized for the season, per Commissioner Dunn. The expense of maintaining the water fountain was discussed.
Roads
The period for leaf pickup has ended, according to Commissioner Nichols. StumpBusters were complimented for their efficient service with that annual project. Two “no soliciting” signs were to be installed. Commissioner Nichols will be in contact with StumpBusters re the city’s needs concerning icy road conditions and snow plowing.
OLD BUSINESS
City Hall
There was discussion about a possible need for a City Hall, both pro and con, and Jim Lynch from Hurstbourne Circle spoke on behalf of Nunnlea as a site to consider if a City Hall were deemed necessary in the future. Utilities would be provided there. An ad hoc committee was to visit Nunnlea before the next meeting.
Water Tower
Commissioner Dunn reported that there’s been no activity at the school site pertinent to a water tower. What had been considered preliminary ground-breaking for same turned out to be a garden tilling project. Our area’s Metro Council representative, Julie Raque, thinks the water tower is a dead issue.
NEW BUSINESS
Kathleen Owens of Nunnlea has been put in contact with StumpBusters with the thought that Nunnlea might want to employ that business for their sanitation needs.
Cable television bills will be increasing.
A new tenant will be moving into the store area vacated by Uptech Computer. While the facility is being renovated for Medical Imaging Diagnostics, the Commission has given approval for a mobile unit to be unobtrusively parked behind the building, obscured by the brick wall, for six months.
Commissioner Dunn voiced his concern about unsightly temporary signs prevalent in the city.
Attorney’s Report
Attorney John Frith Stewart remarked on the revised telecommunications law, and also suggested that it would be appropriate for Officer Redman to be in contact with Camden Apartments re a proposed extension, at the city’s expense, to their boundary fence. Attorney Stewart commented that renting meeting/office space from Nunnlea would pose no restrictions, from a legal standpoint.
There being no further business or discussion, the meeting was adjourned at 8:15 pm.
