The regular meeting of the City Commission was called to order at 7:30 PM on December 11, 2008 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on November 13, 2008
Commissioner Dunn made a motion to accept the minutes as read. The motion was seconded my Commissioner Lynch, and passed unopposed.
Treasurer’s Report
John Price read the treasurer’s report for November, 2008 and copies were made available for all people in attendance. Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Hardin. The motion passed unanimously.
Warrants
The warrants for November, 2008 were then read by John Price, and copies were made available for all people in attendance. After a discussion, Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unopposed.
Police Report
Police Commissioner Dunn read the following report:
-310 police hours from 11/13/08 to 12/11/08,
-268 police/public contacts,
-7 citations, 2 arrests,
-3 reports,
-16 traffic stops,
-24 suspicious persons,
-5 motorist assists,
The Police Department continues their hand out of information magnets, and the accreditation process is ongoing. Police Commissioner Dunn and Police Chief Redman want to remind residents in the city to give Police a wide berth when investigating a crime. Finally, until a new police officer is hired by the city, we are contracting with Police Officer Steve Yocum to provide up to 30 hours of coverage per week.
Attorney’s Report
Attorney Steve Emery had been contacted by the IPC concerning the situation with the residence in the city discussed in prior city meetings. The investigation is still underway, so cannot comment further at this time. Finally, the Commission was reminded that the two-year contract with the city attorney to provide legal services expires shortly, so a new ordinance will be prepared for the Mayor and Commission to review and sign early next year.
Meeting with FEMA
After being contacted, Mayor Fore met on two separate occasions with Robert Wells from FEMA. The city is entitled to be reimbursed up to 87% of the cost to the city for damage from the recent wind storm on 9/14/08. 75% will come from federal funds, and the other 12% will come from state funds. As a result, Mayor Fore has received further documentation from The Kentucky Emergency Management Department in Frankfort. These have been turned over to Attorney Steve Emery for review.
COMMITTEE REPORTS
Police Commissioner
The Snow Emergency Ordinance will be discussed later in the meeting. It was mentioned that the next Block Watch meeting will be held here at the City Hall on January 8, at 7:00 p.m.
Sanitation Commissioner
Commissioner Lynch reported several misses, five total, this past month attributed to a new man on the route. Concerning the pickup of yard debris, it was mentioned that the lids need to be kept off so that there is no confusion between that and regular garbage. People were reminded that if they need a recycling bin or new garbage can/dumpster, to contact Commissioner Lynch.
Parks Commissioner
Commissioner Hardin received one complaint, so the picnic tables are being removed from under the trees. There was nothing else about which to report.
Roads Commissioner
In Commissioner Nichols’ absence, there was nothing to report. However, Mayor Fore took this time to express his appreciation for the six years of service to the city as commissioner that Donna Nichols provided.
OLD BUSINESS
Second Reading of Resolution #1, Series 2008 (Contractual Commitments)
Mayor Fore completed the second reading of Resolution #1, Series 2008, concerning contracts entered into by the city. After discussion, Commissioner Dunn made a motion to approve and enact the resolution as read. The motion was seconded by Commissioner Lynch, which passed unopposed. Resident Bill Renninger, who has some contacts with those who can address questions regarding event insurance coverage, said that he would check further and report directly to Mayor Fore, by January 15, 2009.
Second Reading of Ordinance #4, Series 2008
Mayor Fore completed the second reading of Ordinance #4, Series 2008 regulating the towing and removal of motor vehicles within the city boundaries when snowfall is predicted. After discussion, Commissioner Dunn made a motion to enact and ordain with an amendment from the first reading (“may be towed away” in lieu of “shall be towed away”, and including the phrase “and/or storage”). The motion was seconded by Commissioner Lynch and passed without opposition.
First Reading of Resolution #2, Series 2008
After a motion from Commissioner Dunn and a second from Commissioner Lynch to have the first reading of Resolution #2, Series 2008, Mayor Fore completed the reading. This resolution authorizes the mayor to apply for the funds from the Federal and State to reimburse the city for damages from the recent wind storm on 9/14/08.
Purchase of Chainsaw
Mayor Fore made a motion authorizing the purchase by the city of a chainsaw, in response to the recent wind storm. The motion was seconded by Commissioner Dunn, and passed unopposed.
Miscellaneous
It was confirmed that the leaf removal service has been completed, and Commissioner Lynch will follow up with Commissioner Nichols regarding the replacement of highway signs.
There being no further business or discussion, the meeting was adjourned.
