 FROM COMMISSIONER DUNN:

 

EFFECTIVE FEBRUARY 1, 2007 THE MAYOR HAS APPOINTED ME POLICE COMMISSIONER FOR THE CITY OF HURSTBOURNE ACRES.  I LOOK FORWARD TO THE CHALLENGE AND RESPONSIBILITY.  COMMISSIONER HARDIN HAS DONE AN EXCELLENT JOB IN ESTABLISHING OUR NEW POLICE FORCE IN THE PAST YEARS, AND I HOPE TO CONTINUE HIS GOOD WORK. 

CHIEF REDMAN HAS IN THE PAST 18 MONTHS ESTABLISHED A NEW AND EFFECTIVE POLICE DEPARTMENT WE ALL SHOULD BE PROUD OF, AND HE WILL CONTINUE FORWARD.  OUR POLICE DEPARTMENT IN THE FUTURE WILL CONTINUE TO PROTECT AND SERVE OUR RESIDENTS ACCORDING TO THE LAWS OF OUR CITY, METRO GOVERNMENT, AND THE
COMMONWEALTH OF KENTUCKY.

WHEN MY FAMILY AND I FIRST MOVED TO OUR CITY IN THE 70'S WE WERE A SMALL BEDROOM SUBDIVISION ON THE OUTSKIRTS OF LOUISVILLE.  WE ARE NOW AN ACTIVE 5TH CLASS CITY SURROUNDED BY A MILLION PEOPLE.  THIS IS GOOD BUT PRESENTS SOME CHALLENGES.

CHIEF REDMAN WILL WORK 40 HOURS PER WEEK IN OUR CITY, WITH THOSE HOURS VARYING ACCORDING TO THE NEEDS OF OUR CITY.  I WILL BE IN CHARGE OF THOSE HOURS, BUT WILL NOT PUBLISH THEM FOR SECURITY REASONS.  IF YOU WANT TO KNOW WHERE CHIEF REDMAN IS, ASK ME.  MAYOR FORE AND I WILL ALSO EVALUATE THE FUTURE NEED FOR EXTRA STAFF. 

THE MAYOR HAS ASKED THAT ALL QUESTIONS, COMMENTS, OR SUGGESTIONS ABOUT THE POLICE DEPARTMENT BE DIRECTED TO ME.  I CAN BE REACHED BY PHONE 499-9809, E-

FORMAL COMPLAINTS ABOUT OUR POLICE DEPARTMENT SHOULD BE ADDRESSED TO ME IN WRITING, AND I WILL RESPOND ACCORDING TO KRS 15.520.

CHIEF REDMAN HAS DONE A GREAT JOB IN HIS FIRST 18 MONTHS, AND HE AND I LOOK FORWARD TO SERVING AND PROTECTING OUR RESIDENTS.  LET ME HEAR FROM YOU.

 Jim Lynch has assumed the responsibility of sanitation and garbage pickup for the City; please note his phone number, 491-8446.  Also, some weeds and brush have been removed from the area behind the homes on Hurstbourne Circle in the past few days.

Minutes                                          December 14, 2006

 

The regular meeting of the City Commission was called to order at 7:30 PM on December 14, 2006 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

November 16, 2006 Minutes

                Commissioner Nichols made a motion to approve as published.  The motion was seconded by Commissioner Heck and passed unopposed. 

 Treasurer’s Report/Warrants

                John Price read the treasurer’s report for November, 2006, and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Heck.  The motion passed without opposition.

                The warrants for November, 2006 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Nichols and passed without opposition.  The Nextel phone bill was discussed.  Commissioner Nichols was asked to talk with Police Chief Redman further and present a recommendation at next month’s meeting.

 

Attorney’s Report

                Attorney Emery advised that there is still a problem with the damaged trees situation at Camden Apartments.  The attorney’s office is in the process of finding the deed restrictions/binding elements which apply.  Concerning the sign request from El Toro Restaurant, the Commission was advised that the request must be in writing and comply with deed restrictions and/or the binding elements.  It was also noted that even if the deed restrictions do not prohibit the sign, approval must be obtained from the Planning & Zoning Commission.  Mayor Fore instructed Attorney Emery to send a letter to the representative from El Toro Restaurant outlining these issues.  Regarding the city’s liability for installing a ‘No Turn on Red’ sign at the corner of Bunsen Way and Hurstbourne Parkway, the owner of the landon which the sign will be constructed--whether the Commonwealth of Kentucky or Hurstbourne Acres-- must first be determined.  A report will be presented at next month’s meeting.

 

Police Chief

 

                Police Chief Redman reported on the following:

                                --From 11/16 to 12/14, there was a total of 200 coverage hours

                                --138 public and police contacts

                                --1 arrest

                                --2 citations & 7 traffic stops

                                --3 motorists assists

                                --2 suspicious persons

                                --3 house watches

                                --2 noise complaints

                Police Chief Redman and Police Commissioner Hardin reviewed the area on Hurstbourne Lane for the possible installation of a ‘speed hump’.

                                --broken pole on Cardwell Lane has been repaired

                                --1 drug activity complaint was investigated and determined to be unfounded

                                --Assisted Louisville Metro Police on a drug arrest

                                --2 stolen property returns,

                                --1 investigation at East Chase on possible home invasion which was determined to be unfounded

                                --Criminal mischief to the back of Taylorhurst, possible gang-related spray painting,

                                --Report of a possible prowler on Hurstbourne Circle on 11/13/06

                                --Mileage on police cruiser is now 3,600 miles.

 

                A resident at the meeting mentioned a concern about speeders in the city.  As a result, Police Chief Redman was asked to ticket those individuals for further infractions, whether city residents or not, who have already been warned, and to move the police cruiser around in the subdivision. 

 

COMMITTEE REPORTS

 

Parks

                Concerning the repairs to shed, Mayor Fore advised that additional work was needed.  He instructed Commissioner Dunn to have the trim painted and that the door be caulked at the top.  In other news, the Christmas decorations were just repaired on the Cardwell Way sign.  Also, Commissioner Dunn is still working on the development of a ‘walking path’ in the city that was previously discussed.  Attorney Emery provided Commissioner Dunn with the name and phone number of someone who could provide the name of a company that builds walking paths.

 

Sanitation

                Commissioner Heck advised that there was one garbage can delivered, and a dog complaint regarding Rumpke.

 

 Police

                Commissioner Hardin discussed the ‘speed humps’ and the whereabouts of the police cruiser.

 

Roads

                Commissioner Nichols reported that the drainage ditch on Hurstbourne Lane is being repaired.  In other news, it was mentioned that she received four calls about getting better Christmas decorations.  There also continues to be trouble getting lights replaced on light poles in the city.  A resident mentioned that the light pole next to Commissioner Nichols’ driveway has exposed wiring. 

 

OLD BUSINESS

 

Fire Lane on Hursbourne Circle

 

                Mayor Fore read a letter from McMahan Fire Chief Ronald L Bishop regarding the issue of fire lane markings around the entire length of Hurstbourne Circle.  As a result of the fire chief’s comments, Mayor Fore has asked Commissioner Nichols to contact the stripers to have the fire lane markings painted around the entire length of Hurstbourne Circle.

 

MRI Trailer

                After a presentation by the attorney, Robert C. Riley, who represents the doctor responsible for the MRI trailer at Taylorhurst, Mayor Fore said that this issue, whether to grant a two-month extension or remove the trailer permanently, would be decided in an executive session.

 

Hurstbourne Circle Cleanup

                The cleanup of the area between the berm on Bunsen Way and the homes on Hurstbourne Circle will be discussed at next month’s meeting. 

 

Pavilion

                Commissioner Hardin discussed the referendum included with the last city newsletter.  There were 48 responses, 38 voted No, and 10 voted Yes.  He suggested that the referendum was unfair and that another letter should be mailed.  Commissioner Hardin made a motion to have another letter mailed in February, 2007, allowing all members of a household to vote, to be opened in March, 2007, for a pavilion whose cost is not to exceed $37,000.  The motion was seconded by Commissioner Dunn.  The motion did not pass, and the votes were as follows:  Commissioners Hardin and Dunn (Yes), Commissioners Nichols and Heck (No), Mayor Fore (No).  The issue could be raised again next year. 

 

There being no further business or discussion, the regular meeting was adjourned.  Immediately afterward, an Executive Session under KRS-61.810 was convened to discuss the specific request to extend the time for removal of the MRI trailer.  After all information was provided and discussed, the Executive Session was adjourned.
