February 2008 Newsletter
The regular meeting of the City Commission was called to order at 7:30 PM on January 10, 2008 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on December 13, 2007
Commissioner Lynch made a motion to accept the minutes as read. The motion was seconded my Commissioner Nichols, and passed without opposition.
Treasurer’s Report
John Price read the treasurer’s report for December, 2007 and copies were made available for all people in attendance. Commissioner Nichols then made a motion to approve as read, which was seconded by Commissioner Lynch. The motion passed unopposed.
Warrants
The warrants for December, 2007 were then read by John Price, and copies were made available for all people in attendance. Commissioner Lynch made a motion to approve payment of the warrants, which was seconded by Commissioner Hardin and passed unanimously.
Police Report
Police Chief Redman provided the following report:
-208 police hours from 12/13/07 to 01/10/08,
-163 police/public contacts,
-0 citations issued,
-11 traffic stops,
-1 accident,
-9 suspicious persons,
-Reports (1 assault &14 thefts, not in private residences but in the apartment complexes, 1 burglary),
-3 investigations with outside agencies,
-4 arrests
-Additional information was provided regarding an investigation which culminated in the arrests of 4 persons. In working with Immigration Customs Enforcement Department, there were 4 illegal Chinese Immigrants living in a residence in the city.
-Mileage on the police car is 11,062 miles,
Attorney’s Report
Attorney Emery had nothing specific to report at this time.
COMMITTEE REPORTS
Police Commissioner
In Commissioner Dunn’s absence, there was no specific report.
Sanitation
Commissioner Lynch advised that there was 1 missed pickup, a new recycling bin ordered, and a reminder to the Commission that the Rumpke contract is up at the end of June. It was recommended that the process of bidding for a new contract begin in March.
Parks
Commissioner Hardin had nothing specific about which to report.
Roads Commissioner
Commissioner Nichols asked, as a follow-up to last month’s meeting, that the residents on Hurstbourne Lane call her to provide their ‘yes’ or ‘no’ concerning having the name of their street officially changed to ‘Old Hurstbourne Lane’. It was emphasized that because of the potential problems associated with the change of the name, even if more agree, that it will not necessarily mean that the street name will be amended.
OLD BUSINESS
Leaf Collection
The city will be accepting new bids from vendors for the Fall/Winter leaf pickup. The process will begin in the Summer.
Holiday Decorations
The holiday banners have now been taken down. There were both positive and negative comments about the banners.
Rezoning of Dillions
Mayor Fore & Commissioner Dunn had a scheduled meeting with the mayor of Forest Hills, but he never showed. Commissioner Dunn has made 3 attempts to contact the mayor of Forest Hills, but all have been unsuccessful.
Snow Removal Concern
It was alleged that, instead of using ‘ice melt’ on the streets during the last snow fall in accordance with the contract, the vendor used rock salt. The mayor has left 2 messages for the city vendor, but has not heard back. Mayor Fore will have a specific report during next month’s meeting. Treasurer Price was directed by the mayor not to pay any more invoices from the vendor until this issue is resolved. Commissioner Nichols expressed her concern with the use of this vendor.
Legal Opinions on the Rebates
Commissioner Lynch has been in contact with the attorneys for the Kentucky League of Cities, but our city attorney has not yet received a reply back. It was noted that the possibility of a rebate for all of the residents in Hurstbourne Acres is still alive.
Miscellaneous
In answer to an observation made by one of the residents at the meeting, Commissioner Lynch advised that all tree limbs, branches, and bushes should be tied in bundles 3 or 4 ft long for pickup. A resident of Hurstbourne Lane advised that there were a number of speeders due to a backup at the corner of Taylorsville Rd and Hurstbourne Parkway. Commissioner Lynch again suggested that the city offer rewards during the holidays for residential decorations. It was mentioned that because of the number of walkers in our city, that those backing out of their driveway be particularly attentive. Finally, a suggestion was made that when the new phone center opens on Bunsen Way, that a ‘No Turn on Red’ sign be installed on the corner of Bunsen & Hurstbourne Parkway.
NEW BUSINESS
Survey of Old Powerhouse Lane & Berm
After a discussion about the section of road in front of the Thieneman Property and the berm in the park, a suggestion was made to have the portion of the road in question along with the berm surveyed to determine what is considered part of Hurstbourne Acres. A committee, consisting of Commissioners Hardin & Nichols, will do the research to determine the cost and benefits of a survey. Attorney Emery was also asked by Mayor Fore to check the plot of the Thieneman Property and the berm which may answer the question without a survey. Attorney Emery elaborated on the issues that may arise as a result of a survey.
There being no further business or discussion, the meeting was adjourned.
