WIDENING OF BLOWING TREE ONE LANE SECTION
At the January meeting, a committee was formed to study the widening of the one-lane section of Blowing Tree, between Wesley and the Camden Apts. The proposed widening would be two lanes, or one wider lane with a pedestrian/bike lane.
We would like a general opinion from the residents. If you want your opinion known, please e-mail your comments to me at bboh@insightbb.com or send me a card (9102 Bristol Avenue 40220).

TRASH TALK
The folks at Rumpke have asked that you call them (568-3800) when your trash or recycling has been missed. They feel this is a more efficient way of handling a problem if they get the information direct from you. If you do not get satisfaction from them I will be glad to call.
If through some force of Mother Nature trash pick up has to be delayed I will post this information on our website www.hurstbourneacres.org so you will know when it will resume. I will also record a message on my home phone so you will get the answer to your questions even if I am not at home. If you have not had the opportunity to check out our website you should because even though it is a work in progress you will find some valuable information. Thanks to our web designer Josh Price. It just keeps getting better so check it out.

The regular meeting of the City Commission was called to order at 7:30 PM on January 8, 2009 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on December 11, 2008
Commissioner Lynch made a motion to accept the minutes as read with changes (include the attorney’s name as in attendance, and the hours worked by Officer Yocum as ‘per week’ in lieu of ‘per month’). The motion was seconded my Commissioner Hardin and passed unopposed.
Treasurer’s Report
John Price read the treasurer’s report for December, 2008 and copies were made available for all people in attendance. Commissioner Lynch then made a motion to approve as read, which was seconded by Commissioner Hardin. The motion passed unanimously.
Warrants
The warrants for December, 2008 were then read by John Price, and copies were made available for all people in attendance. After a discussion, Commissioner Hardin made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unopposed.
Police Report
Police Chief Chris Redman read the 2008 annual report:
-3902 police hours,
-67 citations, 19 arrests,
-7 accidents,
-11 felonies,
-83 criminal investigations,
-42 misdemeanors,
-187 traffic stops,
-146 suspicious persons,
-39 motorist assists,
-110 school hours (Chief Redman and Officer Yocum combined),
-Approximately 4890 miles of patrol in the city.
The Police Department transitioned to tasers, started the process of accreditation, and there were no major crimes against persons in the main neighborhood of the City of Hurstbourne Acres.
Attorney’s Report
Attorney John F Stewart prepared the proposed ordinance to ‘retain the city attorney’. It was also noted that the situation with the residence in the city discussed in prior city meetings and the IPL investigation is ongoing. Mayor Fore asked the attorney to expedite if possible.
COMMITTEE REPORTS
Police Commissioner
In Commissioner Dunn’s absence, there was no specific report.
Roads and Lighting
Commissioner Lynch reported that a globe from a light pole on Bristol had blown over. Also, it was noted that the speed bump signs on Blowing Tree had been stolen, but new ones have since been installed. The Blowing Tree street sign was also stolen and a replacement is in the process.
Sanitation
Before the reassignment of duties to Commissioner Renninger, Commissioner Lynch advised that he ordered a new trash can for a resident on Wesley Ave, and has resolved an issue about a missing trash can lid.
Parks Commissioner
Commissioner Hardin reported that the picnic tables have not yet been moved due to weather conditions. He is also working on getting electricity to the park. Mayor Fore noted that he had put the garbage cans in the shed.
OLD BUSINESS
Block Watch Meeting
Mayor Fore relayed information about the Block Watch meeting which took place prior to this meeting at 7:00 pm. Police Chief Redman had outlined the latest news. It was noted that the next meeting will be for the Block Watch Captains. Also, all of the refrigerator magnets with emergency numbers had been dispersed and more have been ordered.
First Reading of Ordinance #1, Series 2009
Commissioner Lynch made a motion to have the first reading of Ordinance #1, Series 2009 retaining the city attorney. The motion was seconded by Commissioner Hardin, and passed without opposition. Mayor Fore then completed the first reading.
FEMA Update
Mayor Fore advised that no checks have yet been received for reimbursement of the cost to the city for damage from the recent wind storm on 9/14/08.
Police Dept Accreditation
Police Chief Redman and Commissioner Renninger met with the president of the Kentucky Chief’s of Police Association who is in charge of the process. The completion of the accreditation was estimated to be between 6 & 12 months. After Police Chief explained how the process works, and the benefits, Commissioner Renninger made a motion to have the city pay for Chief Redman’s membership to the Kentucky Chief’s of Police Association. The motion was seconded by Commissioner Hardin and passed without opposition.
Fence Complaint
Mayor Fore has received a complaint from a resident about the construction by another resident of a fence that may not meet requirements of the fence ordinance. This was turned over to the attorney for research and recommendation.
Insurance for Contractors
Mayor Fore discussed with Bill Renninger the possibility of getting ‘Festival Insurance’ through the Kentucky League of Cities, which would be outside the normal liability insurance currently provided by the city’s insurance carrier. More information will be furnished at next month’s meeting. Attorney Stewart advised that when a contractor provides a service, that they should furnish a Certificate of Insurance, to be kept on file with the city clerk.
NEW BUSINESS
Sidewalk
Commissioner Hardin asked that a committee be appointed to look into building a sidewalk on the east side of Hurstbourne Parkway from Swope Auto Center to Taylorsville Rd. Mayor Fore approved with Commissioner Hardin as Chairman, and others to be appointed by the Chairman.
Widen Blowing Tree
Commissioner Hardin presented the suggestion to have Blowing Tree widened for the safety of all drivers and pedestrians/bikers. After a brief discussion, Mayor Fore asked that the question of widening Blowing Tree be included in the city newsletter to get a general consensus from city residents.
Service Agreement with RTS
After a brief explanation by Mayor Fore, Commissioner Lynch made a motion to approve the service agreement with RTS for maintenance of the camera in the city police vehicle. The motion was seconded by Commissioner Hardin and passed unopposed.
There being no further business or discussion, the meeting was adjourned.
