Minutes                                   February 9, 2006

 

The regular meeting of the City Commission was called to order at 7:30 PM on February 9, 2006 at the meeting room of the Jefferson County Fire Protection District 14 Firehouse, Taylorsville Road, Louisville, Kentucky, with the following persons present:

Minutes of January 12, 2006

 

Commissioner Nichols made a motion to approve as published.  The motion was seconded by Commissioner Heck and passed unopposed. 

 

Treasurer’s Report/Warrants

 

            John Price read the treasurer’s report for January, 2006 and copies were made available for all people in attendance.  Commissioner Heck then made a motion to approve as read, which was seconded by Commissioner Nichols.  The motion passed without opposition. 

The warrants for January, 2006 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Nichols made a motion to approve payment of the warrants, which was seconded by Commissioner Hardin and passed without opposition.

 

Police Chief

 

            Police Chief Redman reported on the following:

            -A car was broken into on Hurstbourne Circle,

            -Debit Card found on Cardwell Way from a burglary not in our city, and later returned to the owner,

            -A Cardwell Way resident reported that their vehicle was broken into 8 times over the past 6 months,

            -Stolen car recovered at the Kennedy School,

            -A suspicious person was found in the park, who left with no trouble,

            -A purse that had been stolen from Hurstbourne Circle was found by a resident and returned to the owner.  Diamonds and cash were

missing from the purse,

            -Police Chief Redman and Commissioner Hardin met with the Block Watch Officer from Louisville Metro and signed up for the program,

            -2 students were escorted to the Kennedy School,

            -Issued a warning to a driver regarding a stop sign violation,

            -Assisted a motorist at Taylorsville Road and Hurstbourne Parkway,

            -Assisted with the fatal accident in front of the Kennedy School,

            -There was a car break-in on Haviland,

            -Issued a traffic ticket on Taylorsville Road for ‘Reckless Driving’,

            -A trunk was popped on Cardwell Way,

            -2 suspicious individuals on Hurstbourne Circle left with no problems,

            -Traffic stop on Cardwell Way with a child not adequately secured,

            -Neighbor disturbance over dogs was settled between themselves,

            -Resident reported that they found their garage door open, and a suspicious van was seen earlier that evening,

            -There have been two house watches.

 

Progress Report

            -Magnets have been ordered for all city residents, and should be delivered no later than 2/20/06,

            -City of Hurstbourne Acres signed up for the Block Watch program on 2/2/06.  The 18 signs will be delivered on 2/10/06 and 2/13/06 and should be posted no later than the 3rd week in February.  Details of the Block Watch program will be published in the Newsletter, including information about a Block Watch meeting on 3/29/06 at the new City Hall/Police Department.

            -We are working on getting grant money from the Kentucky Department of Homeland Security,

            -The Police Department has moved into its new office at 1940 South Hurstbourne Parkway (Nunnlea).

 

Attorney’s Report

 

            Attorney Emery reported on a new ‘Gross Revenues/Excise Tax Fund’ that will allow money to come to the City.  Also, the attorney’s office has prepared Ordinance #1, Series 2006, establishing the new location for the city meetings.  Finally, a letter had been sent out to all of John Frith Stewart’s existing clients to determine whether they wanted to remain with him.  The decision to continue to use John Frith Stewart’s services has already been made by Mayor Fore.

 

1st Reading of Ordinance #1, Series 2006

 

            Commissioner Dunn made a motion to have the 1st reading of Ordinance #1, Series 2006 establishing the new meeting location for City meetings.  The motion was seconded by Commissioner Hardin and passed without opposition.  The reading was then completed by Mayor Fore.  The first meeting at the new location will be 3/9/06.

 

OLD BUSINESS

Parks

 

            Commissioner Dunn reported that the Easter Egg Hunt will be Saturday, 4/15/06.  Regarding the fence at the end of Hoke Road, a quote in the amount of $4475 has been obtained.  After a discussion, Commissioner Dunn was asked to secure other quotes before proceeding.

            In other news, Commissioner Dunn explained his responsibilities as an  appointed member of the ‘Sign Squad’ with the Louisville Metro Government.  Finally, in reference to the Water Tower, unofficially it has been reported that it will be located on a strip of land behind Farm Bureau.

 

Sanitation

 

            Commissioner Heck advised that one recycle bin had been delivered.

 

Police

 

Commissioner Hardin discussed the new location of the Police Department and the upcoming Block Watch meeting.  Also, in answer to concerns about the current crime-related incidents in the City, Commissioner Hardin talked with Mayor Fore about hiring a second police office for the City.  Commissioner Hardin had received a resume from Leo Cook and both Commissioner Hardin and Mayor Fore conducted an interview.  The salary level discussed was $15/hour and would primarily cover night hours.  After further discussion, Commissioner Hardin made a motion to hire the second police officer as indicated, subject to a contract to be drafted by the attorney’s office.  The motion was seconded by Commissioner Dunn and pass unopposed.   

 

Roads

 

            In response to a solicitation complaint by a resident, Commissioner Nichols was asked to order two more ‘No Soliciting‘ signs.  Also, she received a letter of complaint from an employee at Farm Bureau stating that Bunsen Way never gets snow removal.

           

 

 

NEW BUSINESS

Middletown Youth Football

 

            A representative of Middletown Youth Football, Colleen Cassity, made a presentation requesting sponsorship for the program.  After discussion, Commissioner Hardin made a motion authorizing a gift of $500.  This was later amended to $200. 

 

Fence Along I-64 Ramp

 

            A resident expressed a concern about the pedestrian traffic through our City that begins at the damaged fence along the ramp off of I-64 onto Hurstbourne Parkway.  Individuals are going through the fence and then use our City as a shortcut to Taylorsville Road.  Mayor Fore said that the most he could do would be to send a letter to the Highway Department.

 

Accountability for Expenses

 

            To prevent any suggestion of impropriety when making purchases through the City, Mayor Fore is to clear all requests.  This issue was raised when items were purchased for the new City Hall/Police Department.

  

There being no further business or discussion, the meeting was adjourned.
