STREET LIGHTS
Street lights on Addington, Bristol, Cardwell Way and Old Hurstbourne Lane have been reported to LG&E for repair on 2/10, 2/16 and 2/26. I was told the last time I called that they would be fixed by the end of the March. Their statement was that “We have experienced a wind and ice storm.” The broken globe on Wesley has been replaced. Three globes on the street lights tipped over during the wind storm and I straightened them.

Yard Waste
This month there have been several questions about yard waste. I called Rumpke customer service and was told that yard waste ended in December. But I knew that Rumpke had been picking up yard waste when we put it out on Friday. So I tracked down a copy of the Rumpke contract that had not been given to me until I asked. In our contract it states that we are to have year-round yard waste pick up.
Rules for Yard Waste Pick Up
Yard waste must be placed loosely in a 30-35 gallon can clearly labeled “YARD WASTE ONLY’’
or placed in 30-35 gallon PAPER yard waste bags
or placed in 30-35 gallon plastic bags
Brush and branches tied in four foot (4’) lengths weighing no more than 75 pounds.
I hope that this clears up some of the questions that you have had on yard waste.

STORM DEBRIS
The wind and ice storm was a big hit for the City of Hurstbourne Acres. A tree service was hired for removal of limbs & branches for the residents. Cardwell Way was the starting point this time, with a total of 7 days of work for the City’s streets. It was a big job: 2 trucks, with 3 or 4 men working each day. The park & berm areas will be done next, when the ground is dry or frozen so that the big trucks will not get stuck.

The regular meeting of the City Commission was called to order at 7:30 pm on February 12, 2009 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on January 8, 2009
Commissioner Lynch made a motion to accept the minutes as read. The motion was seconded my Commissioner Dunn, and passed without opposition.
Treasurer’s Report
John Price read the treasurer’s report for January, 2009 and copies were made available for all people in attendance. Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Lynch. The motion passed unanimously.
Warrants
The warrants for January, 2009 were then read by John Price, and copies were made available for all people in attendance. After discussion, Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unopposed.
Insurance Issue
Mayor Fore advised that the representative from the Kentucky League of Cities was unable to attend the meeting tonight, to talk specifically about Festival Insurance. The question about insurance requirements for vendors providing a service to the city has yet to be clarified. The issue has been tabled until next month’s meeting.
Police Report
Police Commissioner Dunn provided the following report;
-433 police hours from 1/08/09 to 2/12/09,
-0 arrests,
-0 citations,
-6 felony reports,
-7 traffic stops,
-9 motorist assists,
-1 investigation with 2 outside agencies,
-Coyote sightings,
-Storm assessment of services,
-Police car was repaired.
Certificate of Appreciation
In recognition of his part in saving the life of a motorist in our city on 1/27/09, a Certificate of Appreciation was awarded to Police Chief Redman.
Attorney’s Report
City attorney Steve Emery had nothing new about which to report but confirmed that the case involving the ICE concerning the situation at 1803 Addington Ave, is still ongoing.
COMMITTEE REPORTS
Police Commissioner
Commissioner Dunn reported that Steve Yocum, who was recently promoted to Police Chief of Hollow Creek, will continue to provide service to our city, primarily evening hours, on a contract basis. It was also suggested by Commissioner Lynch that Policy Chief Redman be compensated for use of his own vehicle while the police vehicle was out of use. After a discussion, Commissioner Lynch made a motion to reimburse the Police Chief $400 (8 days at $50/day). The motion was seconded by Commissioner Renninger, and passed unopposed. Mark Wehrenberg with DirtWorks was thanked for keeping our streets passable through the recent storms.
Roads Commissioner
Commissioner Lynch advised that the vendor providing pickup and chipping of the yard debris from the recent ice storm will be in the city on Monday, 2/16/09.. In other news, a light globe on Wesley was reported as destroyed. There are also lights on Cardwell Way and Bristol that are not working. A hole was reported on Cardwell Way. It appears that a metal plate had been paved over inadvertently last summer, and someone had removed the paving material leaving a hole.
Sanitation Commissioner
Commissioner Renninger reported on the Kentucky League of Cities officials academy she attended last month in Lexington where she obtained information on conducting city meetings, and ethic issues, among others, and was given a copy of the official city’s legal handbook. In other news, she advised that she met with Michael Sweeten from Rumpke on 1/21/09. They talked about the upcoming contract and recent concerns. She advised that she had received requests to have the trash pickup times printed in the city newsletter, and had 5 city households inquiring about recycling bins. It was also mentioned that 2 scheduled meetings to discuss Police Dept accreditation had to be canceled due to the recent storms
Parks Commissioner
Commissioner Hardin received a call from a resident on Addington about trees down in the park or near the park. There was a discussion about the need to trim trees away from power lines. After a question from Mayor Fore about Nunnlea’s plan to clean up yard debris on their property and subsequent discussion, Commissioner Hardin made a motion to include Nunnlea in the upcoming cleanup to be paid by the city with the understanding that the city would be reimbursed. The motion was seconded by Commissioner Dunn which passed unopposed. Regarding the issue of widening Blowing Tree Rd, Commissioner Hardin has had only 5 replies from the residents on Blowing Tree. More information will come at next month’s meeting. There has been no progress yet on the sidewalks previously discussed.
OLD BUSINESS
FEMA Update
Mayor Fore advised that he received a letter a few days back requiring his signature which has been mailed. Also, clarification was requested regarding the city’s bank account information which has since been provided. The city is still waiting for the paperwork to move forward with Federal reimbursement funds. Mayor Fore is checking to see if some of the FEMA funds can be used for the recent cost of snow removal which was $14, 000.
Grant Money for Playground Equipment
Mayor Fore advised that the city will be applying for grant money from the Kentucky League of Cities. The grant, up to $3000, can be used for the repair or replacement of playground equipment. Commissioner Renninger has been asked to assist with writing the grant.
Second Reading of Ordinance #1, Series 2009
Commissioner Dunn made a motion to have the second reading of Ordinance #1, Series 2009 for retaining the city attorney. The motion was seconded by Commissioner Renninger, and passed unopposed. The reading was then completed by Mayor Fore. Commissioner Dunn then made a motion to enact and ordain as read, which was seconded by Commissioner Renninger. The motion passed unanimously.
Block Watch Policy
There was a discussion regarding the need to develop a more formal policy for the Block Watch program.
Suspension of Meeting
Commissioner Dunn made a motion to suspend the current meeting for an executive session, after which this meeting will be reconvened. The motion was seconded by Commissioner Lynch, which passed unopposed.
