Easter Egg Hunt

 

The CITY of HURSTBOURNE ACRES will present its 10th ANNUAL GALA EASTER EGG HUNT at STANLEY B. WELCH PARK on SATURDAY, APRIL 7 11 am, RAIN or SHINE.  SUNSHINE and 70° have been ordered. 

 

REMEMBER, this is an EGGCELLENT AFFAIR, BUT IT WILL BE OVER BY 11:15.  DON'T BE LATE.  We will hide plenty of eggs for all, but they are found quickly. 

 

SEPARATE AREAS FOR DIFFERENT AGE GROUPS will be offered.  SPECIAL EGGS and PRIZES will be given.  Our very own EASTER BUNNY is AWAITING THE KIDS, so invite the KIDS, GRANDKIDS, NIECES and NEPHEWS to our GREAT EASTER EGG HUNT.

   Please be a responsible dog owner:  Here’s the scoop from Metro Animal Control re their new ordinance:

1.  All dogs must be walked with a leash no longer than 4 ft.; retractable leashes are not banned, but they are not to be extended any longer than 4 ft.

 

2.  All dog poop is to be picked up by the person who is walking the dog.

 

Metro fines can be incurred for infractions of the above rules.

The regular meeting of the City Commission was called to order at 7:30 pm  on February 8, 2007 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. January 11, 2007 Minutes

Commissioner Dunn made a motion to approve as read.  The motion was seconded by Commissioner Nichols and passed unopposed. 

 

Treasurer’s Report/Warrants

                John Price read the treasurer’s report for January, 2007 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Lynch.  The motion passed without opposition.

                The warrants for January, 2007 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Nichols and passed without opposition. 

 

Police Report

                Before the report from Police Chief Redman, Commissioner Dunn confirmed that he was appointed as the new Police Commissioner.  In that capacity, a complaint/allegation was received by the attorney’s office, forwarded to Commissioner Dunn, from a resident concerning the private car of Police Chief Redman.  The allegation was thoroughly investigated by Commissioner Dunn and found to be without merit.  Commissioner Dunn asked that all future complaints or issues be addressed to him directly.  Police Chief Redman then reported the following:

                -184 coverage hours from 1/11/07 to 2/8/07,

                -112 police & public contacts,

                -accident on Blowing Tree Rd,

                -burglary attempt at Pier One while they were open,

                -8 traffic stops,

                -9 suspicious persons,

                -4 house watches,

                -Kentucky Homeland Security did a phone audit of the city police reports and storage procedures.  A recommendation was made and subsequently followed,

                -Mileage on the police car is now 4,807 miles.

 

Attorney’s Report

                Attorney Emery provided a report regarding consideration by the city in the use of speed humps.  It was also mentioned that there are no explicit notice requirements found in the Kentucky statutes or manual.  However, he recommended that notice be provided to the residents and property owners to foster good will in the city and allow comments.  Police Chief Redman advised that the cost for the speed humps can range from $74 to $800.  Since the initial location for speed humps are being contemplated for Hurstbourne Lane, Chief Redman has been asked to contact all residents along that road, so that they are aware of the plans.  All residents who wish to provide input into this issue should contact the Police Chief.

                In other news, Attorney Emery asked Treasurer Price for a list of the tax delinquents.  Landscape plans for the Camden Apartments have been obtained with the intention to discuss with management of the apartments and outline their responsibility.  Concerning the city’s plans to sue Hagan Properties to resolve the situation with the MRI trailer, it was discovered that Hagan Properties is already suing the tenants in question.  The attorney’s office has been instructed by Mayor Fore to contact Hagan Properties for an update.

 

COMMITTEE REPORTS

 

Sanitation

                Commissioner Lynch reported on the complaints received about early morning dumpster pickups.  It was noted that Rumpke was not either of the two companies violating the city ordinance.  He contacted the companies in question and advised that further violations would be cited.  In other news, the cleanup behind Hurstbourne Circle went well, and some additional trees were removed from the berm.  The cost for the cleanup was $3800.  There will be an additional cost at some point to replace those trees that were taken out.  Finally, he briefly discussed classes he had take, that are designed for new commissioners. 

 

Parks

                Commissioner Brent Hardin advised that former Parks Commissioner, Marty Dunn, has provided him with all pertinent contact information and general duties concerning responsibility for the Parks.  It was mentioned that Commissioner Dunn would remain in charge of the Easter Egg Hunt.  Finally, a recommendation was made to allow persons to sign up for use of the park for special occasions with the stipulation that the park be cleaned up afterward.

 

Roads

                While Commissioner Nichols was recuperating, Commissioner Dunn and Police Chief Redman checked intersections during the recent snow accumulation.  The snow removal person contracted by the city had the salt and de-icing chemicals applied as needed.  In other news, Commissioner Nichols checked into Cricket cell phone service and determined that it would not meet the city’s requirements.

 

Ordinance Retaining the City Attorney

                Commissioner Dunn made a motion to have the second reading of Ordinance #1, Series 2007, retaining the city attorney.  The motion was seconded by Commissioner Nichols and passed unopposed.  After the 2nd reading was completed by Mayor Fore, Commissioner Dunn made a motion to enact and ordain, which was seconded by Commissioner Nichols.  The motion carried with no opposition.

 

Miscellaneous

                Regarding the wood and wire fence, Mayor Fore has sent three e-mails to the representative from Camden Apartments, with no reply.  The next step is to require a meeting to determine who is responsible for its repair.  In other news, LG&E has begun the process of improving the grid, first on Hurstbourne Lane, to alleviate the loss of power for those residents during rain storms.  Finally, it was mentioned that there was a Block Watch captains meeting, and that they were still looking for a Block Watch captain for Blowing Tree Road.  Commissioner Dunn volunteered.  A recommendation was made to have the Block Watch meetings more frequently.

February 8, 2007 Minutes

Commissioner Dunn made a motion to approve as read.  The motion was seconded by Commissioner Lynch.  The motion passed with three in favor, and Commissioner Nichols opposed.

Note from Kathleen Owen

                Commissioner Dunn advised that the city had received a note of thanks from Kathleen Owen for Police Chief Redman’s efforts to revive her husband, Jay, who had suffered a heart attack at Nunnlea.  As a gesture from the city, Commissioner Nichols made a motion to contribute $50 to Nunnlea in memory of Mr. Owen.  Kathleen Owen serves as president of the Nunnlea Beautification League.  The motion was seconded by Commissioner Hardin and passed with one abstention.

 

Police Report

Police Chief Redman reported the following:

                -210 coverage hours from 2/8/07 to 3/15/07,

                -145 police & public contacts,

                -no arrests,

                -2 citations & 6 traffic stops,

                -1 burglary & 1 assault,

                -2 accidents and 2 car break-ins,

                -7 suspicious person runs,

                -1 medical emergency,

                -1 investigation with St. Matthews police,

                -Block Watch meeting scheduled for 4/12/07 at 6:00 pm,

                -Mileage on the police car is now 5,470 miles.

 

Attorney’s Report

Attorney Emery learned from Treasurer John Price that there are four remaining delinquent tax bills, so the next legal step to collect those taxes will now be taken.  Commissioner Lynch inquired about whether the city would consider selling the tax liens to individuals in lieu of taking legal action.  After discussion, the general view was that the current procedure to collect the taxes would remain.  Commissioner Nichols then inquired about the possibility of the city doing its own tax bills.  After a brief discussion about the process, Commissioner Nichols agreed to research further, with Mayor Fore’s help, and will report back at a later meeting.

 

COMMITTEE REPORTS

Roads

                Commissioner Nichols reported that she had contacted Rosco Willis with Flynn Brothers about installation of speed humps.  An estimate of $2000 was provided for three speed humps.  It was noted that, in addition to the two speed humps already suggested on Hurstbourne Lane, a resident recommended another at the ‘Pier One’ end of Hurstbourne Lane.  Police Chief Redman had talked with the residents along Hurstbourne Lane, with a 50/50 split as to where the speed humps should be placed.  Other suggestions for speed hump locations were Wesley, Woodfield, and Blowing Tree.  Mayor Fore asked that Commissioner Nichols and Police Chief Redman confer and present a schematic at next month’s meeting showing the proposed locations, between three and five speed humps.

                In other news, Commissioner Dunn noted that the stop sign on Woodfield and Blowing Tree are weather-worn or defaced, and need replacing.  Concerning the fence between the residence on Hoke Road and the Camden Apartments, Commissioner Dunn did confirm that he had called the person, whose name he was given who does fence work, but never received a call back.  Commissioner Dunn said that he would provide the phone number to Commissioner Nichols, who agreed to follow up.  As another fence issue with Camden Apartments, it was noted that the wood and wire fence was not actually repaired, but the pieces simply stood up in position.  Mayor Fore said that he would have another talk with the apartment manager, but stressed that the city cannot require compliance with structures on the apartment complex’s property.

 

Parks

                Commissioner Hardin advised that he called two persons at StumpBusters regarding the new grass-cutting contract but has not yet heard back.  Since the city also contracts with them for snow removal, Commissioner Nichols asked that this also be discussed.

                A note of thanks was received from a resident on Blowing Tree who had contacted Commissioner Hardin on a Saturday night about a large limb that had fallen.  Commissioner Hardin was able to remove the limb the next morning, and the resident was appreciative of the quick service.

 

Sanitation

                Commissioner Lynch had received another complaint about early dumpster pickup behind Taylorhurst Shopping Center.  The sanitation company responsible was called, and they said it would not happen again.  In other news, a garbage can was ordered for a new resident on Wesley, and for a resident on Bristol.

 

Police

                Commissioner Dunn reported that he and Police Chief Redman spent much time evaluating the Chief’s schedule in order to maximize the impact.  It was stressed that Chief Redman has been very flexible with his schedule, willing to accommodate the needs of the city.  The schedule will vary from week to week.  However, Mayor Fore said that he and the Commissioners were not being provided with a copy of the monthly police schedule, to which Commissioner Dunn replied that this would be done from now on.  Finally, the idea of hiring a part-time police officer to work night hours was presented.

 

OLD BUSINESS

 

Municipal Road Aid Bond Fund Agreement

Mayor Fore presented to the Commission the agreement and proposed resolution which stipulates that the State will pay the city $20,000 in consideration of completion of the project to pave the city streets, planned for this summer.  Both the Fund Agreement and Resolution were read in full by the Mayor.  A vote was taken with four in favor, none opposed.  The resolution was approved.

 

Sears Building

                The owners of the old Sears building have contacted the city through our attorney to discuss possible modifications.  The owners want to meet with the city council to present their proposals before proceeding.

 

Truck Generator

                Attorney Emery confirmed that there has been no further word on the situation since last meeting.  Mayor Fore requested that the attorney’s office contact Mark Sneed for an update.

 

Ordinance Binders

                Attorney Emery suggested that in order to provide the Commission with an inclusive set of ordinances, the clerk and attorney’s office meet and ultimately digitize the ordinances for easy retrieval and/or access.

 

Fire Lane Update

                Commissioner Lynch learned that the ordinance that was passed in 1991 concerning the fire lane on Hurstbourne Circle did not include the first two houses on either end of the Circle.  Therefore, in compliance with that ordinance, the fire lane designations will be removed as indicated above.

 

Budget Reminder & Special Town Hall Meeting

                Mayor Fore reminded the Commissioners that it was time to develop a budget for the next fiscal year beginning July 1, 2007.  Treasurer Price has last year’s figures available as needed.

                The Special Town Hall Meeting will be held next month, and notification of the meeting will be handled by Mayor Fore.

 

Easter Egg Hunt

                This year’s Easter Egg Hunt will be held on Saturday, April 7th.  The Easter Egg Hunt will begin at 11:00 am and conclude at 11:15 am.  To make it fair for all age groups, Mayor Fore suggested that the area be divided into three sections to distinguish the age groups.  Commissioner Dunn will again be in charge this year.

 

Walking Path Report

                Commissioner Dunn met with a landscape architect and presented the preliminary plans and location for the path.  After discussion, it was agreed that before the landscape architect is contracted to do further work, the original committee will meet and make another presentation at next month’s meeting.

 

 

 

Business Cards for the Commission

                Commissioner Lynch discussed the idea of having business cards printed for each Commissioner and the Mayor.  After a discussion, Commissioner Lynch made a motion to print business cards for the Commissioners and Mayor.  The motion was seconded by Commissioner Dunn and passed without opposition.

 

Miscellaneous

                A resident at the meeting suggested that while Hurstbourne Lane is being repaved, it would be a good time to mark off a walking/biking path.  The Commission said that they would look into it. 

 

Special Monthly Meeting

                In order to allow publication of the Minutes in a timely fashion that would be beneficial to the residents, Mayor Fore has proposed that a special meeting for the sole purpose of approving the Minutes be held every month.  Attorney Emery outlined the requirements:  each Commissioner must be notified each month, a notice of the meeting must be posted conspicuously at the city hall, and the newspaper notified.
