Minutes                                                                 March 20, 2008

 

The regular meeting of the City Commission was called to order at 7:30 PM on March 20, 2008 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on February 14, 2008

Commissioner Dunn made a motion to accept the minutes as read.  The motion was seconded by Commissioner Lynch and passed without opposition.

 

Treasurer’s Report

John Price read the treasurer’s report for February, 2008 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Nichols.  The motion passed unopposed.

 

Warrants

The warrants for February, 2008 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unanimously. 

 

Social Event 03/13/08

In answer to a question from Commissioner Nichols about the meeting of the Commission with Steve Yocum, Mayor Fore clarified that it was not a special meeting.  All of the commissioners were invited for an opportunity to ‘meet and greet’ the candidate to fill the position of second, part-time police officer for the city.

 

Police Report

Police Chief Redman provided the following report;

                -180 police hours from 02/14/08 to 03/20/08,

                -79 police/public contacts,

                -0 citations,

                -0 arrests,

                -0 accidents,

                -7 suspicious persons,

                -2 theft reports (1 over $300, and 1 under $300),

                -6 house watches,

                -1 ongoing investigation with ICE (Immigration, Customs, & Enforcement),

                -Spoke with IPL (Inspections, Permits, & Licenses) about the complaint of a resident on Addington,

                -Tree limb fell on the police vehicle during the recent ice storm, damage was cosmetic only, and no plans to repair at this time,

                -Mileage on the police vehicle, 12,370,

                -During Police Chief Redman’s vacation, the City of Lincolnshire provided police protection in accordance with the Interlocal Agreement.

 

Attorney’s Report

Attorney Emery reported that the information on the Certificate of Compliance has been handed over to Police Commissioner Dunn regarding a new company requesting commercial occupancy space in the city.  Commissioner Dunn made a motion to accept the documentation as true and correct with recommendation that the Mayor be authorized to sign the Certificate of Compliance.  The motion was seconded by Commissioner Lynch and passed unopposed.

 

COMMITTEE REPORTS

 

Police Commissioner

Commissioner Dunn introduced Steve Yocum, mentioned earlier in the meeting.  He is in the process of training to be the city’s second police officer.  His hours of patrol will primarily be in the evening, 11:00 pm to 6:00 am.  Commissioner Dunn advised, in answer to a question from Commissioner Hardin, that the final background check needs to be completed before Officer Yocum can be sworn in. 

                The light at the city entrance sign at Hurtbourne Lane & Taylorsville Road is out.  Police Chief Redman, who replaced the bulb the last time, was asked to see if he could replace the bulb again.

                In the need to keep on file for one year digital records of the police vehicle’s camera video, the city has purchased a flash card/memory card storage device.  Commissioner Dunn proposed that the city purchase a 15 hour block of time from Rick’s Computer Works at a discounted price.  This would provide monthly video download service to the storage device as well as anti-virus checks and any other needed service.  After discussion about obtaining other bids, Commissioner Dunn made a motion to accept the bid of 15 hours at $40/hour.  Motion was seconded by Commissioner Hardin and passed unopposed. 

 

Parks

Commissioner Hardin reported that seven trees at the end of Bristol were cut down due to their condition.  The vendor also removed other tree limbs at that time for no additional charge.  Replacement trees will be planted later.  Concerning a large tree limb in the yard at the corner of Hurstbourne Lane and Woodfield, Mayor Fore asked Police Chief Redman to follow up on his initial contact with the resident to have it removed.  Since this is a rental house, Treasurer Price was asked to check his records to provide the name of the owner.  In other news, the Port-A-Let will be reinstalled in the park in April under the same contract as last year.  As soon as weather permits, the playground will be cleaned up.  The Easter Egg Hunt will be held March 22 beginning at 11:00 am.  A resident at the meeting suggested that as a courtesy to fellow residents, those walking dogs carry bags to cleanup after their animals.  Finally, it was noted that the citywide yard sale will be held on 6/14/08.

 

Roads Commissioner

On the only item on which to report, Commissioner Nichols reported that she is currently working on finding a new leaf pickup vendor for this upcoming Fall.

 

Sanitation

Commissioner Lynch reported that overall the garbage collection service is good.  However, it was mentioned that Rumpke did miss Hurstbourne Circle on Friday, March 7.  In other news, the trash in and around the dumpster behind Pier One continues to be a problem.  In a meeting with the manager, Commissioner Lynch was told that there would be a special pickup.  Finally, a copy of the current contract with Rumpke was provided to Attorney Emery for review.  It was requested that the bid for the upcoming contract be published in the Courier-Journal as provided to the city clerk.

 

OLD BUSINESS

 

Block Watch Report

Police Chief Redman advised that the next Block Watch meeting will be on April 6th or 13th.  A report will be provided at the city meeting in April.

 

City Rebate

After further discussion about the difficulties or logistics involved in pursuing a 25% rebate of property taxes to the city residents as proposed by Commissioner Lynch in a motion, Mayor Fore suggested an alternative of adjusting the ad valorem tax rate.  Therefore, the motion was withdrawn. 

 

Special Meeting

The special town hall meeting to obtain suggestions for the use of the Municipal Road Aid Fund & Mineral Severance Tax Fund will be held at next month’s meeting on April 10, 2008.

 

Edward Jones Presentation

Gregory Wilson with Edward Jones advised that he is now in charge of the city’s investment accounts and reported that the city’s accounts are in good shape.  Primarily, he discussed investment options for the $50,000 CD coming due.  The attorney was asked to furnish Edward Jones with a copy of the city’s investment ordinance for review.

 

There being no further business or discussion, the meeting was adjourned.
