Minutes                             May 11, 2006

The regular meeting of the City Commission was called to order at 7:30 PM on May 11, 2006 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes of April 13, 2006

After discussion to amend the April minutes, Commissioner Nichols made a motion to approve with the change.  The motion was seconded by Commissioner Dunn and passed unopposed. 

 

Treasurer’s Report/Warrants

          John Price read the treasurer’s report for April, 2006 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Heck.  The motion passed without opposition.

The warrants for April, 2006 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Nichols made a motion to approve payment of the warrants, which was seconded by Commissioner Dunn and passed without opposition.

 

Police Chief

          Police Chief Redman reported on the following:

          -From 4/13 to 5/11, there was a total of 180 coverage hours,

          -122 citizen contacts,

          -9 traffic stops with 2 citations & 7 warnings (all residents),

          -3 accidents, 2 burglaries in Taylorhurst businesses

          -3 house watches, 6 motorist assists,

          -13 citizen calls for service,

          -2 thefts by unlawful taking at businesses,

          -23 incidences of disorderly juveniles on Taylorsville Road,

          -1 grant submitted for Homeland Security, and will be advised whether it has been awarded by late August or early September,

          -Another grant will be submitted 5/12/06 to the Department of Justice,

          -21 official applications have been received for the Block Watch program.  Captains for Wesley and Blowing Tree are still needed,

          -Metro Safe has been contacted about the hole on the north end of Hurstbourne Circle.  They turned the matter over to the state highway department who advised that since it is not on the road, it is not a high-priority item,

          -The city cell phone is now activated, and the # is 710-9470,

          -From the count for Homeland Security funds, it was determined that there are 266 buildings, other than sheds, in our city,

          -Fish & Wildlife Department has been notified of our coyote sightings,

          -Mileage on the police vehicle is now 4,865 miles. 

 

Attorney’s Report

          John F. Stewart had nothing new to report.  Commissioner Dunn did mention an e-mail he sent to Stephen Emery regarding the 2 residents at the end of Hoke Road concerning the fence previously discussed.  Mayor Fore read a letter that he sent to the manager of the Camden Apartments on 3/10/06 advising that the city has still not received written permission to repair the fence at the end of Hoke Road.

         

COMMITTEE REPORTS

Parks

Commissioner Dunn reported that the former water fountain in the park has now been capped.  Also, a picnic table was repaired.  It was noted during the city Easter Egg Hunt that there is a significant drain hole, approximately 12 inches, in the rear of a resident’s house on city property that needed repair.  It was subsequently repaired by MSD.

 

 

Sanitation

          Commissioner Heck advised that garbage cans were delivered to 2 residents, and followed up with a missed garbage pickup.

 

Police

Commissioner Hardin advised that he continues to monitor the police hours and schedule.  It was mentioned that there are approximately 60 to 70 police hours of coverage per week.

 

Roads

          Commissioner Nichols reported that someone hit the stop sign at the corner of Woodfield and Haviland.  Concrete work is needed to complete the temporary repair.  Commissioner Dunn mentioned that the light at the city entrance sign on Taylorsville Rd is out again.

 

Ad Valorem Tax Ordinance – 1st Reading

          After a brief discussion, Commissioner Dunn made a motion to have the first reading of Ordinance #2, Series 2006, establishing the ad valorem tax rate for the city at $.16 per $100 of valuation.  Commissioner Nichols seconded the motion, which passed unopposed.  Mayor Fore then completed the reading.

 

First Reading of Budget Ordinance

          After a discussion, Commissioner Dunn made a motion to have the first reading of Ordinance #3, Series 2006, establishing the city budget for the next fiscal year beginning 7/1/06.  The motion was seconded by Commissioner Heck, which passed unopposed.  The reading was then completed by Mayor Fore.

 

 

 

Special Townhall Meeting

The May 11, 2006 meeting was temporarily recessed at 8:05 PM for the following special public hearing:

The following is a list of suggestions for the use of the funds listed:

          -Sidewalk repairs and/or maintenance

          -Construction of sidewalks from Bunsen Way to Hurstbourne Lane

          -Road Paving

          -Tree trimming for trees hanging over the roadways

          -‘Do Not Block Crossing’ sign from Hurstbourne Circle across Hurstbourne Parkway

          -Construct a walking path in the city

 

With no further suggestions or ideas, the ‘Special Meeting’ was adjourned, and the regular meeting of May 11, 2006 was reconvened at 8:15 PM.

 

OLD BUSINESS

LG&E Update

          Mayor Fore advised that he e-mailed LG&E on 4/17/06 concerning the length of time residents were without service during the recent storms, but with no reply.  Also, Mayor Fore has asked Police Chief Redman to provide a list/location for the streetlights that are out so that this information can be furnished to LG&E.

 

Yard Sale

          The city-wide yard sale is scheduled for 6/10/06.

 

 

 

Letter from Transportation Cabinet

          Mayor Fore read a letter from the Transportation Cabinet to our city advising that the fence along the exit ramp off of I-64 to Hurstbourne Parkway was repaired on 4/24/06.

 

Miscellaneous

          A resident at the meeting mentioned that ‘StumpBusters’ is no longer mowing between the trees located behind Hurstbourne Circle and the property lines.  Concerning the coyotes roaming the city, it was recommended by a resident that the brush behind the homes on Hurstbourne Circle be cleared, eliminating one nesting area.  Finally, it was reported that the resident on the corner house on Hurstbourne Lane has 3 junked cars.  Police Chief Redman will talk to the resident.

 

There being no further business or discussion, the regular meeting was adjourned.
