BLOCK WATCH UPDATE
The next meeting of Block Watch street captains will begin at 7 pm prior to the JUNE city meeting (Thursday, June 12). Anyone and everyone is encouraged to attend; refreshments will be provided. Street captains are still needed for Cardwell Way and Wesley Avenue; please consider volunteering. The Block Watch procedure is working; continue to call 911 to report any suspicious activity.

The regular meeting of the City Commission was called to order at 7:30 PM on May 8, 2008 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on April 10, 2008
Commissioner Dunn made a motion to accept the minutes as read. The motion was seconded my Commissioner Lynch and passed with one opposed, Commissioner Nichols.
Treasurer’s Report
John Price read the treasurer’s report for April, 2008 and copies were made available for all people in attendance. Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Nichols. The motion passed unanimously.
Warrants
The warrants for April, 2008 were then read by John Price, and copies were made available for all people in attendance. Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unopposed.
Police Report
Police Chief Redman provided the following report:
-263 police hours from 4/10/08 to 5/08/08,
-156 police/public contacts,
-7 citations, 1 arrest,
-0 accidents,
-9 suspicious persons,
-6 motorist assists,
-1 business alarm,
-Mileage on the police car is at 13,679 miles.
Next Block Watch meeting will be held June 12th @ 7:00 pm; refreshments will be provided,
City-Wide Yard Sale will be June 14th, and residents are asked not to park on the street the night before.
Attorney’s Report
Ashley Flynn from the attorney’s office had nothing on which to report.
COMMITTEE REPORTS
Parks Commissioner
Commissioner Hardin reported that many of the old trees in the park, damaged over the years, have been cut down. Also, 17 new trees have been planted. The playground area is currently being improved, including replacing the sand, new borders around the play area, and cleaning of the playground equipment. Related to the playground, Charlotte Binford, whose letter was read in last month’s meeting, was introduced, along with her father. It was mentioned that plans to reinstall a drinking fountain are being considered, and replacement of the garbage cans. In other news, the grass cutting for the city is going well, though the berm in the park is in need of cutting.
Sanitation Commissioner
Commissioner Lynch advised that the service was going well although the recycling truck was late this past Tuesday, not coming until after 5:00 pm. A recycling flyer was passed out to encourage residents to use this service. Residents can contact Rumpke if they need a recycling bin. The sanitation contract has been signed with a new cost of $26.25 per household (184 households). This represents a $.35 per household increase from the prior contract. Commissioner Nichols did mention that there has been trouble with Rumpke picking up grass clippings. As a side note, there is a maximum weight limit of 75 lbs. The issue has since been resolved.
Roads Commissioner
Commissioner Nichols reported that she spoke with Brian Meade of the Highway Department. From the meeting, it was determined that it was unfeasible to limit right-hand turns from Bunsen Way onto Hurstbourne Parkway. However, she felt that there was a good chance in getting the ‘Do Not Block Intersection’ stripes. Commissioner Nichols said that she should know more by next month’s city meeting. Finally, there has been much frustration in trying to get LG&E to paint the light poles. In lieu of hiring a contractor to do this work, Mayor Fore suggested that Commissioner Nichols contact Attorney Emery to write a letter to LG&E to fulfill their legal obligation.
Introduction of Jon Ackerson
Jon Ackerson, who is running for Metro Council in our district, was introduced by Commissioner Nichols and had a few words for our residents regarding the upcoming Primary.
Police Commissioner
Commissioner Dunn outlined the schedules for both Chief Redman and Officer Yocum, specifically, their hours of police coverage. A request regarding the status of the Blowing Tree Road sign was made to Commissioner Nichols. She said that it would be replaced when all of the signs in the subdivision are replaced. In other news, it was mentioned that there has been some discussion with some of the 400 to 700 employees of the new call center on Bunsen Way, in the old Sears building, to discourage them from cutting through the Thieneman property and our city. It was also mentioned there are two new restaurants that have opened in our city, ‘Homerun Burgers’ and ‘Mongolian Grill’. A resident of the city has been asked to move the firewood that he had placed in the park so that the grass in that area could be mowed. Another resident of the city was contacted to have his grass cut to comply with the requirements of the city ordinance. The street sign that was damaged by ‘Dirt Works’ this past winter is in need of replacing as mentioned by Commissioner Nichols. Commissioner Dunn was asked to take care of the situation. Finally, it was mentioned that ‘For Sale’ signs were reported stolen from Cardwell Way.
NEW BUSINESS
Second Reading of Ordinance #2, Series 2008
Commissioner Dunn made a motion to have the second reading of Ordinance #2, Series 2008 establishing the Ad Valorem Tax rate at $.14 per $100 of valuation for fiscal year beginning July 1, 2008. The motion was seconded by Commissioner Nichols and passed unopposed. Mayor Fore then completed the second reading. Commissioner Dunn made a motion to enact and ordain, and his motion was seconded by Commissioner Nichols. The motion passed unanimously.
Second Reading of Ordinance #3, Series 2008
After discussion, including budgeting an increase in the Mayor’s salary to $9,000 from $7800, the motion proposed by Commissioner Dunn was defeated. Commissioner Dunn then made a motion to have the second reading of Ordinance #3, Series 2008 establishing the city budget for the fiscal year beginning July 1, 2008. The motion was seconded by Commissioner Nichols and passed unopposed. The reading was then completed by Mayor Fore. Commissioner Dunn then made a motion to enact and ordain which was seconded by Commissioner Nichols. The motion passed without opposition.
Paving Update
Regarding the problems with the recent paving work, the city has not yet heard back from the contractor.
There being no further business or discussion, the meeting was adjourned.
