WE HAVE FUMIGATED THE SAND IN THE PARK AGAIN FOR INSECT CONTROL.   THE WEEDS STILL CONTINUE TO GROW...WHAT A GREAT LESSON FOR KIDS:  PULL A COUPLE OF WEEDS AND PICK UP SOME TRASH.

 STREET LIGHTING

LG&E’s slowness to respond to replacing burned-out street lights continues to be a problem. Commissioner Nichols on more than one occasion has had to call up to three times to get service.  

 A Great Safety Idea

Next time you come home for the night and you put your keys away, think of this: It's a security alarm system that you probably already have and requires no installation.  Start keeping your car keys next to your bed on the nightstand. If you think someone is trying to get into your house or if you hear a noise outside your house, press the panic alarm on your car key chain.  Test it!  It will go off from most everywhere inside your house and will keep honking until your battery runs down or until you reset it with the button on the key fob chain.  It works if you park in your driveway or garage.  If your car alarm goes off when someone is trying to break in your house, odds are the criminal, won't stick around.....after a few seconds all the neighbors will be looking out their windows and no criminal wants that.  Try yours to make sure it works before you rely on it.  Just know that you must press the alarm button again to turn it off.

The regular meeting of the City Commission was called to order at 7:30 PM on July 13, 2006 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

June 8, 2006 Minutes

Commissioner Dunn made a motion to approve as published.  The motion was seconded by Commissioner Nichols and passed unopposed. 

 

Treasurer’s Report/Warrants

            John Price read the treasurer’s report for June, 2006 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Nichols.  The motion passed without opposition.

            The warrants for June, 2006 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Heck and passed without opposition.

 

Police Chief

            Police Chief Redman reported on the following:

            -From 6/9 to 7/13, there were a total of 340 coverage hours,

            -1 burglary, with the burglar caught as a result of the Block Watch program, and 1 robbery.  It was noted that although specific addresses could be discussed during the meeting, they would not be published in the city newsletter or on the website,

            -248 public & police contacts,

            -3 arrests, 30 traffic stops & 12 citations,

            -4 motorist assists,

            -1 accident in the city,

            -6 house watches,

            -11 calls about suspicious persons,

            -served 2 warrants,

            -3 investigations with outside agencies,

            -grant application submitted for safety                                   equipment,

-put 550 miles on the police cruiser.

 

COMMITTEE REPORTS

Parks

Commissioner Dunn reminded everyone of the city picnic on 9/24/06 from 2:00 pm to 6:00 pm.  In related news, 2 picnic tables will be repaired, and Terminix has sprayed for insects.  In other news, regarding the clean up/clean out of brush and debris behind houses on Hurstbourne Circle, Commissioner Dunn wants to discuss how best to allocate the $5000 with the residents affected.  Commissioner Nichols would like to see another bid for the clean up.  It was suggested that once the initial clean up is completed, the residents should then maintain it. 

Finally, Police Chief Redman advised that he talked with the management of Camden Apartments who said they were in the process of getting bids to repair the fence at the end of Hoke Road.    

 

Sanitation

            Mayor Fore advised that after he complained to Rumpke about the intention to raise rates by 20%, the price for sanitation services would increase only 15%.  The contract has been signed, and is for 2 years.   Commissioner Heck reported that there was 1 missed garbage pickup, 1 new dumpster delivered, 1 missed yard waste pickup.  Rumpke responded promptly. 

 

Police

Commissioner Hardin had nothing new to report.  However, as requested after a discussion, the police schedule will be furnished to all commissioners.

 

Roads

            Commissioner Nichols reported that the Blowing Tree street sign has been stolen again, and will be replaced.  In other news, 3 calls were made to LG&E to replace bulbs on Addington.  A part needed to repair the Taylorsville Road city entrance sign light will be replaced.  In reply to a complaint about traffic on Hurstbourne Parkway blocking motorists leaving or entering Hurstbourne Circle, Mayor Fore said that he would write a letter to the state.  Attorney Stewart provided suggestions as to who to contact. 

 

Attorney’s Report

            Attorney Stewart advised that they had received updated information regarding the repair of the fence at the end of Hoke Road.  A copy of the correspondence from the management of the apartments received by the attorney’s office is to be forwarded to Commissioner Dunn.

 

NEW BUSINESS

Insurance for the City

            Mayor Fore confirmed that the city has decided to change its insurance provider to the Kentucky League of Cities.   The decision was made due to cost and the resources and experience the Kentucky League of Cities has to offer.  In order to make the insurance contract legal, an ordinance is required.  A copy of all the appropriate documents was provided to all the commissioners.  Commissioner Dunn made a motion to have the first reading of Ordinance #4, Series 2006, approving a joint and cooperative program for self-insurance through the Kentucky League of Cities.  The motion was seconded by Commissioner Heck and passed unopposed.  The reading of the ordinance was then completed by Mayor Fore.  As a preamble to the motion of enacting and ordaining this reading is the acknowledgment of an emergency to obtain coverage.  Commissioner Dunn made a motion to enact and ordain with only one reading.  The motion was seconded by Commissioner Nichols and passed without opposition. 

 

There being no further business or discussion, the meeting was adjourned.
