It has come to the attention of the Police Department that a criminal scam ring is working our part of the county. Apparently the criminals pose as lawn service people and knock on the victim’s door. While the victim is talking to the criminal at the front door, someone is robbing the victim through the back door.

SANITATION GARBAGE PICKUP
Rumpke Sanitation personnel will come to your back door if they do not see one of their brown rolling containers or any other garbage at the end of your driveway. All garbage must be bagged, even if in a Rumpke container. Be aware that there may be someone from Rumpke in our backyards on Tuesdays and Fridays.

MINUTES – Special Meeting - June 26, 2007
Meeting was called to order by Mayor Sean Fore at 7:30 pm.
Commissioner Dunn made a motion to approve the minutes of the June 21, 2007 meeting. It was seconded by Commissioner Nichols. The motion was approved without opposition.
A request was made to call for an executive session and granted. At approximately 7:40 pm the executive meeting was adjourned.
Commissioner Hardin made a motion to withdraw the approved walking path until a later date when all citizens will be notified. The motion was seconded by Commissioner Nichols and approved unanimously.
There being no further business the meeting was adjourned at 7:55 pm.

Mayor Fore welcomed the members of the Commission from the City of Kingsley who had been invited by their attorney (John Frith Stewart) to observe how the City of Hurstbourne Acres’ meetings are conducted.
Minutes of a special meeting held on June 26 were read by Mayor Fore, and a motion to approve as read was made by Jim Lynch and seconded by Brent Hardin, then passed unanimously.
Treasurer’s Report
Read by John Price, the Treasurer’s report was approved unanimously following a first motion by Brent Hardin and second by Donna Nichols ($926,324.35 in grand total cash and investments, with 203 of 204 property taxes paid for FY 06-07, and 41 of 204 for FY 07-08).
The final 19 warrants for FY 06-07 totaling $30,257.88 as well as the first warrants for FY 07-08 (13) totaling $5,523.76 were read by the Treasurer, with a motion by Brent Hardin and Jim Lynch; unanimous.
Police Report
Coverage hours between June 21 and July 12 were 148, with 122 police-public contacts; no arrests, citations, or reports, however, there were six traffic stops and 13 suspicious person confrontations.
Officer Redman is working on a short presentation called “Stranger Danger” geared toward children ages 4-11 as well as acquiring Block Watch t-shirts for walkers. Two neighbor disputes are a continuing concern. Proper repairs to the street sign and light pole at the corner of Wesley and Blowing Tree are being made following damage by a vehicle’s short turn. This location has been called in to LG&E, after a partial fix by Commissioner Dunn and Officer Redman. Minor criminal mischief (graffiti) was noted at Welch Park. Installation of a video camera in the police car will be completed by late August, due to a delay in grant acquisition. Mileage on the cruiser is 7,516. Commissioner Dunn continues to monitor scheduling and hours worked by Officer Redman.
Following Officer Redman’s report, he defined what he considers “suspicious” activity. Attorney Stewart mentioned that some cities have car-window decals for identification. Commissioner Nichols referenced an article in the 7/11 Courier-Journal Neighborhoods section re Block Watch activities. Mayor Fore directed Officer Redman to meet with the individual who is sealing driveways in the City.
Attorney’s Report
Attorney John Frith Stewart had nothing particular on which to report, and noted that no response had come from the State Attorney General’s office regarding a possible refund of a maturing Certificate of Deposit to residents.

Police Commissioner’s Report
Commissioner Dunn was absent but had indicated to Mayor Fore that there was nothing particular to report, other than Officer Redman’s information.
Sanitation Report
With continuing concerns re back-door pickup and missed cans, Commissioner Lynch had accompanied Rumpke personnel through the City. The biggest deterrents to improving service appear to be high employee turnover and a language barrier, but Rumpke and Commissioner Lynch will continue to address these issues. Decal/stickers are available from Rumpke to designate “yard waste” cans, and Officer Redman will have a supply in the police car. Commissioners Lynch and Hardin had bought two garbage cans for $1, painted and repaired them, and placed them in Welch Park.
Parks & Recreation Report
In addition to renovating the garbage cans, Commissioner Hardin removed some tree limbs and monitored the scheduled cleaning of the port-a-let. Additional tree work is needed as well as repairs to the plastic edging bordering the play area. Commissioner Hardin and Commissioner Dunn will coordinate planning for the annual September picnic.
Roads & Signs Report
A paving contract has been awarded to Flynn Bros. following review and discussion of submitted bids for re-paving. Commissioner Nichols recommended accepting Flynn Bros.’ bid of $129,794, considering this to be the best bid and that other bids had not been submitted in a timely manner. Brent Hardin seconded this motion, which was then passed unanimously. Work is to be done in early fall.
OLD BUSINESS
Consideration to install concrete curbing at all corners of each interior intersection in the City (at an approximate cost of $13,600) has been referred to next month’s meeting.
Regarding speed humps, Mayor Fore had attempted to speak with the eight homeowners on Blowing Tree Road. Of those eight, five requested the installation. Ohligschlager Paving had given Commissioner Dunn a price of $1,250 to install one 3-1/2” asphalt hump. This matter was held over pending a conversation with a safety engineer for best location on Blowing Tree.
Commissioner Nichols had spoken with residents on Old Hurstbourne Lane regarding the same issue: Although three residents were in favor of the installation of some speed humps, 11 were opposed and one didn’t care. Discussion followed regarding parking the police car in that area as a deterrent and also whether majority rule should be the final decision. Holly Logsdon questioned the general need for speed humps. Commissioner Nichols strongly recommended that the issue of speed humps on Hurstbourne Lane be permanently withdrawn, in accordance with the wishes of those affected neighbors.
Commissioner Nichols will have a 25 mph speed limit sign installed on southbound Blowing Tree Road.
Ella Crump initiated discussion on the status of a “no turn on red” sign at Bunsen Parkway onto Hurstbourne Lane. Mayor Fore will reference this issue and follow up with State Highway personnel. Linda Schneider reiterated the continuing difficulty of turning across three lanes of Hurstbourne Lane onto Hurstbourne Circle, and various possible solutions were discussed. Ron Walter suggested a call to Louisville 311 might result in some valuable contacts.
Commissioner Nichols had received complaints re the trees of some homeowners overhanging the street, and Mayor Fore will send letters to these homeowners.
Commissioner Hardin made a motion to give five percent (5%) raises to Treasurer Price and Clerk Bolten retroactive to July 1, 2007. This motion was seconded by Donna Nichols and passed unopposed. Attorney Stewart was directed to prepare appropriate pay ordinances.
NEW BUSINESS
Referring to the pay scale for members of the Commission, Commissioner Hardin indicated that it had been about eight years since remuneration had gone up $10 from $220 to $230 a month. He made a motion that any four Commissioners elected in November of 2008 and seated January, 2009 be paid at the rate of $350/mo. Commissioner Lynch seconded this motion, which passed unanimously. Attorney Stewart was directed to prepare any necessary ordinance.
Charles Pennington inquired about plans to repair the sinkhole at Woodfield and Haviland; Commissioner Nichols and Officer Redman replied that MSD had said this is scheduled to be done at the end of July.
General inquiries were made regarding a walking path, and Mayor Fore referenced the June 26 special meeting when a motion had been made to withdraw the approved walking path until a later date. The issue has been put on hold until a later date when all citizens will be notified, per Mayor Fore and said June 26 minutes.
The meeting was adjourned at 8:28 pm.
