A Good Neighbor is . . .

Someone who picks up after his or her dog.

Someone who doesn’t block the street with his or her car.

Someone who doesn’t allow his or her dogs to bark for hours.

Someone who cleans up the street after they cut the grass.

Someone who is always willing to help his or her neighbor.

Someone who belongs to the block watch.

Traffic/Emergency Access on City Streets

Be aware how narrow our City streets become when you and your visitors park.  Avoid parking directly across the street from another vehicle.

Streets & Lights

A large light pole was blown over at an angle on Old Hurstbourne Lane (in front of 9012).  I called about a loose shield globe on Woodfield (still not repaired).  A street light on Bristol was broken and is now taped off.  (I hope it is repaired as you read this.)

Street repair was completed on Cardwell Way and a wider circle was made in the turn-around.  Dirt was also packed on the edge to help strengthen it.  Rumpke is paying for some of the cost.

A new speed bump has been put on Blowing Tree and new “bump” signs were installed on the same day, July 28.

The sign on Blowing Tree has been stolen again.  If you know anything about this or if you see anything in the future, please give me a call.  I have installed three new stop signs that were ordered to replace faded and damaged signs.

Minutes for Meeting on June 11, 2009

Commissioner Dunn made a motion to accept the minutes as read.  The motion was seconded my Commissioner Lynch and passed without opposition.

Treasurer’s Report

John Price read the treasurer’s report for June, 2009 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Lynch.  The motion passed unanimously.

Warrants

The warrants for June, 2009 were then read by John Price, and copies were made available for all people in attendance.  After discussion, Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unopposed.

Police Report

Police Commissioner Dunn provided the following report:

            -175 police hours from 06/1109 to 07/09/09,

            -1 arrest,

            -2 citations,

            -8 reports,

            -11 traffic stops,

            -2 accidents,

            -16 suspicious persons,

The accreditation process is continuing.  The city is very close to announcing the new Police Officer to replace Officer Yocum.  It should be 7 to 10 days, with the officer starting in August, nights and weekends, 40 hours per week.  It was noted that Councilman Ackerson provided financial assistance in getting the computer for the police car, and procured $1800 for maintenance of Nunnlea.

In other news, Commissioner Dunn advised of the growing problem with people parking on both sides of the streets.  This is a reminder to everyone that in order for emergency vehicles to respond, there needs to be 18 ft. between vehicles.   Also, to reduce another problem with drivers cutting through the city using Blowing Tree Road, and many times speeding, a second speed hump has been proposed in lieu of a stop sign.

Attorney’s Report

After a review of the deed restrictions, city attorney Steve Emery reported that the ‘Flower Shop’ at Hunnington Place is legal, so the business may continue operating.

In other news, as noted last month, Kentucky Farm Bureau is requesting more land for an additional parking lot.  It has been determined that this should have no impact on the city as no additional traffic is anticipated.  Regarding the code enforcement issue for the house on Addington, sentencing is scheduled for July 22 at 1:00 pm.  Finally, Attorney Emery has furnished to the Commission a proposed ordinance draft regulating the use of city property.

COMMITTEE REPORTS

Police Commissioner

Commissioner Dunn advised that there was nothing more about which to report beyond the Police Chief’s report.

Roads Commissioner

Regarding the damage to the circle on Cardwell Way, Commissioner Lynch advised that Rumpke has agreed to pay for half of the repairs.  A bid was received from Flynn Brothers for $4850 and Ohligschlager Paving for $4115.  After discussing, Commissioner Lynch made a motion to accept the bid from Ohligschlager, which was seconded by Commissioner Dunn.  The motion passed unopposed.  Mayor Fore also suggested that Ohligschlager be asked to bid for adding the second speed hump on Blowing Tree.

Parks Commissioner

Commissioner Hardin confirmed that the grass cutting contract with StumpBusters is up for renewal in September.  In other news, it was reported that the city yard sale was a success.  The city picnic is coming up in September, and in preparation, the 10 picnic tables have been repaired as needed

Sanitation Commissioner

Commissioner Renninger advised that there is a new driver on Fridays for Rumpke, and there have been several misses reported.  The contract with Rumpke expires next year.

NEW BUSINESS

Ordinance #4, 1st Reading

After a proposed change to the wording in Section II by Commissioner Hardin, Commissioner Dunn made a motion to have the 1st reading of Ordinance #4, Series 2009, Regulating the Use of the City Park Property.  The motion was seconded by Commissioner Hardin and passed without opposition.  Mayor Fore then completed the reading.

Kentucky Police Chiefs Association

Since Police Chief Redman recently joined the Kentucky Police Chiefs Association, Commissioner Renninger made a motion to allow Police Chief Redman to attend the annual meeting being held in Lexington.  The cost would be $250.00.  The motion was seconded by Commissioner Dunn and passed unanimously.

Miscellaneous

A question was raised by a resident at the meeting regarding a property on Woodfield.  It was reported that people are parking on the grass and the street.  After a discussion, Mayor Fore requested that Attorney Emery research to determine whether there are any county ordinances regulating parking as it applies in this situation.

OLD BUSINESS

FEMA

In answer to a question from Commissioner Hardin, Mayor Fore confirmed that he has the paperwork, but has been advised that the city does not qualify for FEMA reimbursement funds.

With no further questions or discussion, the meeting was adjourned.

Respectfully submitted,

Michael Bolten, City Clerk
