The regular meeting of the City Commission was called to order at 7:30 pm on August 10, 2006 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Commissioner Dunn made a motion to approve as published. The motion was seconded by Commissioner Nichols and passed unopposed.
Treasurer’s Report/Warrants
John Price read the treasurer’s report for July, 2006 and copies were made available for all people in attendance. Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Nichols. The motion passed without opposition.
The warrants for July, 2006 were then read by John Price, and copies were made available for all people in attendance. Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Heck and passed without opposition.
Police Chief
Police Chief Redman reported on the following:
-From 7/13 to 8/10, there were a total of 275 coverage hours,
-1 criminal mischief,
-230 public & police contacts,
-1 arrest, 10 traffic stops & 5 citations,
-3 house watches,
-6 calls about suspicious persons,
-7 motorist assists, one resulting in a complimentary letter to the city about Officer Danny Cook,
-6 investigations, 3 with outside agencies,
-New police car was purchased on 8/09/06, a 2006 Chevy Impala; Toyota Corolla was traded in,
-City Hall fax machine is not working, but will be fixed shortly.
Attorney’s Report
Attorney Emery introduced the individuals who are bringing forward a proposal from Taylorhurst Shopping Center Management regarding a change to the location and size of the sign, parking spaces behind the shopping center, and the MRI trailer currently parked in front of the shopping center.
Three representatives from Taylorhurst presented details of the proposal that would require changes to the Binding Elements. A special executive session of city commission will be held at the end of this meeting to discuss the issues further and come to an agreement.
COMMITTEE REPORTS
Parks
Commissioner Dunn proposed that three of the picnic tables be pressure washed and sealed prior to the picnic at a cost of $375. The Commission gave their approval to proceed. Bills from Stump Busters for June and July were given to the Treasurer to bring those up-to-date. It was also mentioned that the water retention basin ditches need cleaning. A quote from Stump Busters has been obtained in the amount of $600. The Commission asked Commissioner Dunn to contact MSD to determine whether they can get it cleaned out this year. Concerning the city picnic itself, more specific information about the preparation for the picnic was outlined.
Sanitation
Commissioner Heck had nothing specific to report.
Police
Commissioner Hardin again mentioned that the Toyota Corolla has been replaced with a 2006 Chevy Impala as the city’s new police cruiser. It should be outfitted and striped within the next two weeks. It was also mentioned that he had received three or four calls from female residents along Hurstbourne Lane concerned that the wall was being dismantled.
Roads
Commissioner Nichols reported that S & J Electric has replaced faulty parts at the entrance signs. The entrance sign lights are now operating. Regarding signs, Commissioner Nichols has been talking to a new company.
NEW BUSINESS
LG&E
Mayor Fore confirmed that he has finally contacted someone at LG&E regarding their recent service to the city. The LG&E representative has been invited to attend the September meeting.
Letter From MSD
Mayor Fore indicated that he has received a letter from MSD advising that they are in the final planning phase of the Blowing Tree Road and Wesley Avenue drainage improvement project. The project will be bid for construction during the next month and will be completed approximately within the next three months.
Fence at the End of Hoke Road.
Commissioner Dunn reported that Camden Apartments has constructed a small 25-foott portion of fence on the south side. It was suggested that the city approve the quote previously obtained in the amount of $2575 to complete the fence as originally proposed. Commissioner Hardin mentioned that he knows of someone who has been doing some fence work in the city and would like to contact him first before the other proposal is approved.
Letter to the Transportation Dept.
Mayor Fore has written a letter to the Transportation Department on behalf of a resident on Hurstbourne Circle. This is in reference to vehicles stopped on Hurstbourne Parkway during heavy traffic times that are blocking vehicles from exiting on either the north or south side of Hurstbourne Circle. In order to assist with the problem, another resident suggested that a ‘no right turn on red’ sign be installed at Bunsen Way. Mayor Fore said that he would write another letter.
Park Pavilion
The idea of constructing a pavilion in the park was briefly discussed again. Another committee, to include Commissioners Dunn and Nichols, along with committee chairman Commissioner Hardin will review and report at next month’s meeting.
Miscellaneous
The application for the annual membership into the Kentucky League of Cities has been received which will cost $200. Street light malfunctions are being reported by our police officers directly to LG&E.
There being no further business or discussion, the meeting was adjourned.
