Minutes                   September 8, 2005

 

The regular meeting of the City Commission was called to order at 7:30 PM on September 8, 2005 at the meeting room of the Jefferson County Fire Protection District 14 Firehouse, Taylorsville Road, Louisville, Kentucky, with the following persons present;

Minutes of August 11, 2005

Commissioner Dunn made a motion to approve as published.  The motion was seconded by Commissioner Nichols and passed unopposed. 

 

Treasurer’s Report/Warrants

            John Price read the treasurer’s report for August, 2005 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read, which was seconded by Commissioner Nichols.  The motion passed without opposition. 

The warrants for August, 2005 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Nichols made a motion to approve payment of the warrants, which was seconded by Commissioner Dunn and passed without opposition.

 

Attorney’s Report

            Attorney Emery advised that a reply had been received from the resident on Taylorsville Road concerning the allegations of running a ‘flea market’ at his residence.  It was determined that the resident was in compliance with the county ordinances, and no further action was necessary.

 

OLD BUSINESS

Parks

            Commissioner Dunn reported that the landscaping timbers have been received.  ‘Kapital Services’ provided a quote of $250 to install and attach the timbers to each other.  Authorization was granted to proceed with the installation of the timbers.  They will also finish the power washing and sealing of the picnic tables by Wednesday, 9/14/05.  In other news, ‘StumpBusters’ has been contacted to remove two large branches in the park that were downed in a recent storm.  Mayor Fore noted that the grass behind Taylorhurst Shopping Center had not been cut.  Commissioner Dunn confirmed that it was being handled.  Finally, in answer to a resident’s complaint about the trees on Bunsen overhanging the sidewalk, Commissioner Dunn said that he would contact the owners of the property to have them cut back.    

 

Sanitation

            Commissioner Heck reported that a resident had complained that their garbage had not been picked up, but was resolved the same day.  It was mentioned that the large dumpsters are available for use by all city residents.  They are rented by the city so there is no cost to the residents.

 

Police

            Commissioner Hardin confirmed that the selection committee to choose a new Police Chief held a meeting recently and narrowed the search down to two candidates.  He advised that the new Police Chief should be in place by 9/15/05.  Mayor Fore instructed Commissioner Hardin to call Lincolnshire and advise that their police services will no longer be needed as of Monday, 9/12/05. Commissioner Nichols made a motion to pay resident Debbie Betts, who has served on the selection committee, for her time.  Commissioner Heck seconded the motion, and passed unopposed.

                       

Roads

            Commissioner Nichols advised that she was still working on the plat from LG&E to mark the appropriate light poles that need to be straightened and painted.  The plan is to have this completed by the end of this year.

 

NEW BUSINESS

City Picnic

            After discussing the recent decision to cancel the city picnic and donate the money saved to help Hurricane Katrina victims, a compromise had been reached.  Commissioner Hardin made a motion to have the picnic, and donate $2500 to both the Salvation Army and the Red Cross.  The motion was seconded by Commissioner Dunn and passed without opposition.

 

Research Facility on Shelbyville Campus

            Mayor Fore had received a letter advising of the new research facility on the Shelbyville Road campus.  Commissioner Dunn provided a few additional details including concerns about its impact on traffic on Hurstbourne Parkway.

Miscellaneous 

            Commissioner Dunn advised that there is no further news or development regarding the water tower.  Concerning the drainage problems in the city, Mayor Fore will have additional news from MSD at next month’s meeting.  Due to the difficulty in getting out of Hurstbourne Circle onto Hurstbourne Parkway, a resident suggested that a special crossing or marking be created.  The Commission advised that this was not within our city’s authority, but must come from the state.  Finally, Mayor Fore confirmed that the city has received another clean audit report.

 

Executive Session

            At 8:05 pm, the regular meeting was recessed in order to hold a special executive session under Kentucky Statute KSR 61.810(1)(f) to discuss the appointment of the new Police Chief.

 

Regular Meeting Readjourned

            Commissioner Dunn made a motion to readjourn the regular meeting.  The motion was seconded by Commissioner Nichols and passed without opposition.

 

 There being no further business or discussion, the meeting was adjourned.
