The regular meeting of the City Commission was called to order at 7:30 PM on September 13, 2007 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on August 9, 2007
Commissioner Hardin made a motion to accept the minutes as approved in a special meeting on August 27, 2007. The motion was seconded by Commissioner Lynch and passed unopposed.
Treasurer’s Report
John Price read the treasurer’s report for August, 2007 and copies were made available for all people in attendance. Commissioner Nichols then made a motion to approve as read, which was seconded by Commissioner Hardin. The motion passed without opposition.
Warrants
The warrants for August, 2007 were then read by John Price, and copies were made available for all people in attendance. Commissioner Hardin made a motion to approve payment of the warrants, which was seconded by Commissioner Nichols and passed without opposition. There was a discussion about the bill from Insight, i.e. whether it included service for more than just an internet connection. It will be reviewed and information provided by Commissioner Dunn/Police Chief Redman at next month’s meeting. A $450 invoice that was for the labor to install emergency equipment in the police cruiser needs clarification from Commissioner Dunn/Police Chief Redman. Finally, there was a recommendation to reimburse a resident for the bill that a resident incurred to trap and remove a stray cat. The Commission approved the recommendation.
Police Report
In Police Chief Redman’s absence, there was no report presented at this time.
Attorney’s Report
In the only item on which to report, Attorney Emery advised that the last delinquent tax bill for the previous tax year was paid by the mortgage holder.
COMMITTEE REPORTS
Police Commissioner
In Commissioner Dunn’s absence, there was nothing specific to report.
Roads Commissioner
Commissioner Nichols reported that preparation for curbing around the 20 corner houses in the city has begun. Pictures of the curbing were taken to all of the homes in question to show the residents and explain the reasoning for the curbing. Of the 18 contacted, only 4 of the homeowners were opposed.
In other news, a neighbor on Cardwell Way advised Commissioner Nichols that bushes were overgrowing the street sign and need to be trimmed back. Also, trees located at 2 properties in the city, 1 a rental, are overhanging the street. Mayor Fore said that he would send letters to the owners. Finally, it was noted that the automatic sprinklers by the city entrance sign at Hurstbourne Lane are not working. A resident reported that the shrubs and flowers were dead. Commissioner Hardin said that he would contact Commissioner Dunn to obtain the name of the company/individual that could correct the problem.
Sanitation
Commissioner Lynch advised that the garbage/waste collection was generally improving as evidenced by fewer complaints.
Parks
Commissioner Hardin confirmed that the plans for the city picnic are on track. It was noted that there will only be 1 major door prize this year in lieu of several smaller door prizes. Also, regarding the dedication of the flag pole, due to scheduling issues, this will have to be postponed until a later date. Lastly, later this fall, the sand and dirt, along with the ties/barriers that border the playground equipment will need to be replaced.
OLD BUSINESS
Location of Bus Stop
There was further discussion of the possible relocation of the bus stop to alleviate the trash around the current location at the entrance to the city at Hurstbourne Lane.
Second Reading of Ordinance #4, Series 2007
Commissioner Nichols made a motion to have the second reading or Ordinance #4, Series 2007 establishing the pay scale for the City Treasurer & Clerk. The motion was seconded by Commissioner Hardin, which passed without opposition. The reading was then completed by Mayor Fore. Commissioner Nichols then made a motion to enact and ordain, which was seconded by Commissioner Hardin, and passed without opposition. The first reading was August 9, 2007.
Second Reading of Ordinance #5, Series 2007
Commissioner Hardin made a motion to have the second reading of Ordinance #5, Series 2007 establishing the pay scale for the City Commissioners. The motion was seconded by Commissioner Nichols, which passed without opposition. The reading was then completed by Mayor Fore. Commissioner Hardin then made a motion to enact and ordain, which was seconded by Commissioner Nichols. The motion passed with no opposition. The first reading was August 9, 2007. The new pay scale will become effective January, 2009.
Holiday Decorations for the 55 Street Lights
Mayor Fore has requested that a committee be formed to study the cost to purchase and install ‘holiday’ decorations on each of the street lights or a certain number of street lights, including banners. Both Commissioner Nichols and Lynch volunteered for the committee. Attorney Emery suggested that before any specific wording is voted on or approved by the committee for the banners, that the attorney’s office be consulted. The Supreme Court has restricted municipalities in the way of ‘observances’ that explicitly or implicitly endorse a particular religion.
There being no further business or discussion, the meeting was adjourned.
