Halloween Corner:  Halloween is scheduled to be celebrated on Sat Oct 31st.  Parents--please check your child’s candy and give each child some kind of light.

      Our City will have increased police presence during that night.

Stump Busters has leaf pickup scheduled for our streets on the following dates:

October 24/25/26 - Saturday/Sunday/Monday

November 14/15/16 – Sat/Sun/Monday

December 5/6/7 - Saturday/Sunday/Monday

Have your leaves raked to within 3 ft. of the road-edge of your property Leaves Only!!  No sticks or garbage.  Do not rake or blow your leaves into the street.

     We need to thank Commissioner Brent Hardin for doing a GREAT job in organizing the City Picnic.  We had some good food, good music and a wonderful time talking with neighbors. 

 

     We also need to thank Commissioner Jim Lynch for polling the Hurstbourne Lane neighbors about the traffic conditions on their street.  Commissioner Lynch also oversaw the speed bump installation. 

 

City Facts

 

  1. Our City Park is open daily from dawn until dusk. 
  2. Hurstbourne Lane is one way from 9100 - 9118.
  3. The fine for driving the wrong way on any street is $154.00 and will cost you 3 points on your driver's license.

 

Sanitation Reminder

 

       If you have a large item (couch, chair etc.) that you need picked up on trash day, please call Rumpke (568-3800) in advance so they can be looking for your item.

SAFETY & SECURITY

In the event of an emergency any time call 911 first.  Sgt Skaggs is our new night-time police officer; he can be e-mailed at sgthapd@insightbb.com and while on duty he can be reached at 574-5471, Police Dispatch.

Speed Bumps for Hurstbourne Lane were installed on Sept. 28.  There is already a marked decrease in traffic and cut-through autos because of this passive safety device.  Our children, grandchildren and other residents are safer.  We now have less traffic and slower speeds.

 

Graffiti was removed from a traffic sign on Blowing Tree.  Please report any suspicious persons to Chief Redman or Sgt. Skaggs. 

 

Goose Report:  I would like to publicly thank the neighbors and their housedogs who chased the geese out of the park this summer.  By keeping the birds moving and unsettled, they have a tendency to stay away.  We now have a few transient geese that are migrating south for the winter, stopping at the park and drainage area to rest.  This will always be an attractive stop for them.  By keeping them moving and scared, they will soon move on permanently.  Please DO NOT FEED the geese.  They make a mess as a reward for your generosity.  Fat geese don’t fly well.

The regular meeting of the City Commission was called to order at 7:30 PM on September 10, 2009 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

Minutes for Meeting on August 13, 2009

            Commissioner Dunn made a motion to accept the minutes as read.  The motion was seconded by Commissioner Lynch, and passed without opposition.

 

Treasurer’s Report

            John Price read the treasurer’s report for August, 2009 and copies were made available for all people in attendance.  Commissioner Dunn then made a motion to approve as read.  The motion was seconded by Commissioner Lynch and passed unanimously.

 

Warrants

The warrants for August, 2009 were then read by John Price, and copies were made available for all people in attendance.  After discussion, Commissioner Dunn made a motion to approve payment of the warrants, which was seconded by Commissioner Lynch and passed unopposed.

 

Police Report

            Police Chief Redman provided the following report:

            -315 police hours from 08/13/09 to 09/10/09,

            -Approximately 500 police & public contacts,

            -1 arrest,

            -6 citations,

            -8 reports,

            -10 traffic stops,

            -18 suspicious persons,

            -4 investigations,

            In other news, the accreditation is on schedule to be completed by the end of December.  Regarding the problem with graffiti, the city is working with IPL to resolve this situation.  The city also wanted to thank Metro Representative Jon Ackerson who was instrumental in providing funding for the in-car computers for the police vehicle.  Finally, in a question about possible Section 8 Housing to be established at the East Chase Apartments, Council Member Jon Ackerson said he would check and get back with Mayor Fore.

 

Attorney’s Report

            Attorney Emery furnished the Commission a draft ordinance formally establishing the Police Department.  It was noted that any necessary changes can be incorporated into the second reading.  The attorney also confirmed that the city will be in litigation shortly to collect the unpaid property tax from last year. 

 

COMMITTEE REPORTS

Police Commissioner

            Commissioner Dunn reported that the accreditation process for the Police Department is about 75% complete.  With the hiring of Sergeant Skaggs, the city has improved the police coverage.

 

Roads Commissioner

            Commissioner Lynch advised there was additional storm damage pickup. The new street sign on Blowing Tree has been installed.  Trees along Bunsen have been trimmed.  A large crack on Woodfield was reported to LG&E & MSD.  Concerning the speed hump discussion for Hurstbourne Lane, Commissioner Dunn made a motion to have 3 speed humps installed.  The motion was seconded by Commissioner Lynch and passed with Commissioner Hardin abstaining.  In answer to a question about the sign at the car wash, it was confirmed that it is in compliance.

 

Parks Commissioner

            Commissioner Hardin provided more specific details about the food being served at the upcoming annual city picnic this coming Sunday along with the entertainment.  Volunteers to help at the picnic are welcome.  As recommended by a city resident, Police Chief Redman commented on a ‘State of Emergency’ plan for the city to handle emergencies such as the recent ice storm.  Also, suggested by a resident, is a request to clean up around the city entrance signs, particularly the sign at the corner of Bunsen and Hurstbourne Parkway.

 

Sanitation Commissioner

            Commissioner Renninger reported that there were 6 skips this past month.  Also, there were 2 requests for trash cans and 3 requests for recycle bins.  The ‘Welcome to the City’ brochure was updated by Commissioner Renninger, and Metro Council Member Jon Ackerson offered to have them printed at no cost to the city.

 

NEW BUSINESS

Reading of Resolution #1, Series 2009

            Mayor Fore read Resolution #1, Series 2009 concerning capital projects funding.  This establishes Hurstbourne Acres election to participate in the program for capital projects as enacted by Louisville/Jefferson County Metro Government Council Ordinance #110, Series 2006, Section 97.100.  Upon the completion of the reading, the resolution is effective immediately.  Commissioner Dunn made a motion to adopt the resolution as read.  The motion was seconded by Commissioner Hardin and passed without opposition.

 

Leaf Pickup Schedule

            Commissioner Dunn provided the following proposed leaf pickup schedule; 1st pickup will be the weekend before Halloween, the 2nd pickup is scheduled for November 14, 15, & 16, and the last pickup will be December 5, 6, & 7.

1st Reading of Ordinance #5, Series 2009

            Commissioner Dunn made a motion to have the 1st reading of Ordinance #5, Series 2009 formally establishing a Police Department.  Commissioner Lynch seconded the motion, which passed unopposed.  The 1st reading was then completed by Mayor Fore.

 

OLD BUSINESS

Miscellaneous

            Commissioner Lynch confirmed that the city has still not received the bill/invoice from Nunnlea for the cleanout of the ditch in front.  In other news, Mayor Fore reported that the city has received a check from Rumpke for their portion of the necessary street repairs to Cardwell Way. 

 

With no further questions or discussion, the meeting was adjourned.
