LEAF PICKUP SCHEDULE

 

Butch at Stump Busters has checked the leaves/trees in Hurstbourne Acres this week and feels there is no point scheduling a leaf pickup for the next 2-3 weeks, as hardly any leaves have fallen when you look up at the leaves still on the trees. 

 Please make certain that no sticks, branches or trash are raked in with your leaves, which should be in a row along the edge of your street, no more than 3 ft. into your yard. 

 Nov 18, 19 & 20 (Saturday – Monday)

 Dec 9, 10, & 11 (Saturday – Monday)

 Additional leaf pickups will be scheduled in

December if there is a need.

 

Please keep in mind if it is raining on a leaf pickup day, leaves cannot be picked up but will be picked up the following day.

 

 

Minutes                                  October 12, 2006

 

The regular meeting of the City Commission was called to order at 7:30 p.m. on October 12, 2006 at the meeting room of the Hurstbourne Acres City Hall/Police Department, 1940 S. Hurstbourne Parkway, Louisville, Kentucky, with the following persons present:

September 14, 2006 Minutes

Commissioner Nichols made a motion to approve as published.  The motion was seconded by Commissioner Hardin and passed unopposed. 

 

Treasurer’s Report/Warrants

            John Price read the treasurer’s report for September, 2006 and copies were made available for all people in attendance.  Commissioner Hardin then made a motion to approve as read, which was seconded by Commissioner Heck.  The motion passed without opposition.

            The warrants for September, 2006 were then read by John Price, and copies were made available for all people in attendance.  Commissioner Hardin made a motion to approve payment of the warrants, which was seconded by Commissioner Heck and passed without opposition.  After passage of the warrants, there was a discussion about the gratuity paid to Kingsley’s Catering.

 

Police Chief

 

            Police Chief Redman reported on the following:

            From 09/08 to 10/12, there was a total of 400 coverage hours

                        -2 burglaries

                        -309 public & police contacts

                        -1 arrest, 5 citations, 1 warrant

                        -1 accident report

                        -9 calls about suspicious persons

                        -7 motorist assists

                        -11 noise complaints

                        -11 traffic stops, and 6 house watches

                        -17 drive-offs at Speedway

            A Block Watch captains’ meeting was held (it was noted that there is a need for 2 Block Watch captains on Cardwell Way),

            -Radar Trailer was in use on Blowing Tree for 7 days,

            -Police Dept. to be audited in November by Department of Criminal Justice for policies & pay records,

            -Police Dept has been approved for State funds to buy new body armor,

            -Mileage on the police car is now 2,293 miles.

            Regarding the new radio system, there is now an interoperability agreement with all of the agencies in Jefferson County,

            -Police car is now finished.

 

Attorney’s Report

            Attorney Emery reported that authorization is required to prepare a 5-year ordinance review under KRS 83a.060 to eliminate redundant, obsolete, inconsistent, and/or invalid provisions.  Commissioner Hardin made a motion to authorize the review as stated above.  The motion was seconded by Commissioner Nichols and passed unopposed.

            Concerning a related question about the ordinances, it was suggested that all city ordinances be made available in CD form, with copies made available as needed.

 

COMMITTEE REPORTS

Parks

            Commissioner Dunn reported that the picnic went well.  The attendance numbers were 250 adults and 50 children.  It was also mentioned that the door to the shed in the park needs repair/replacing.

 

Sanitation

            Commissioner Heck advised that there was one missed yard waste pickup for a resident.  She also called to have the garbage can at Hurstbourne Lane and Taylorsville Road emptied.

 

Police

            Commissioner Hardin advised that he had spoken to the attorney about having a ‘No Rght Turn on Red’ sign installed at the corner of Bunsen Way and Hurstbourne Parkway.  Attorney Emery confirmed that he had received a call from Mayor Fore on 10/11/06 who said that he would contact the State first before the city takes any action on installing the sign. 

            In other news, Commissioner Hardin was contacted by a resident indicating that trees/bushes on Hurstbourne Lane are overhanging the road blocking the view.  Commissioner Dunn said that he would investigate and advise what action, if any, is needed.  Finally, Commissioner Hardin discussed the idea of constructing a walkway in the city.

 

Roads

            Commissioner Nichols reported that she spoke with Representative Scott Brinkman about MSD and the concern about the drainage ditch by the cut-through in the wall along Hurstbourne Lane.  Representative Brinkman said he would contact MSD to set up a meeting about that issue and other drainage issues in the city.

            Subsequent to talking with the Director of Planning at TARC about the littering problem at Hurstbourne Lane and Taylorsville Road and the possibility of a bus stop shelter, Commissioner Nichols received a call back earlier this week.  She was advised that the bus stop shelter cannot be constructed at the current location due to the drainage ditch.  It was suggested that the bus stop shelter be located farther down, away from Hurtbourne Parkway.  Any shelter could not be considered until next year. 

            After discussion about the fire lane on Hurstbourne Circle and the issue of parking along both sides of the street on either end, it was noted that the issue will need to be decided by the Fire Chief.

 

OLD BUSINESS

Leaf Removal

            There was a disagreement about when the first leaf pickup should occur, with one commissioner suggesting that the first pickup be the end of October, and another commissioner wanting to wait until late November.  This will be discussed with the Mayor when available.

 

Taylorhurst

            There have been complaints about the noise from a generator at the MRI trailer.  Both Police Chief Redman and Mayor Fore have talked with the owner and agreed that the trailer will be used during the day only and not on the weekends.  It was also mentioned that if the MRI equipment is not moved inside by 12/7/06, the trailer would be towed.

 

Pavilion

            Although it was agreed that the discussion will continue next month when Mayor Fore is back, Commissioner Hardin wanted it noted in the record that he is dissatisfied with the progress and time it’s taking to make a decision.

LG&E Representative

            Steve Herron with LG&E was there to answer questions about the service issues after recent storms.  The LG&E contact phone number that was provided regarding reliability issues was 589-1444.  Representative Herron, in answer to a question from Commissioner Nichols about who is responsible for painting the light poles, said that he would check and advise.  Concerning when street lights go out, Metro Call should be contacted (311), and repair should take no longer than two weeks.  Finally, it was mentioned that a light pole at the end of a resident’s driveway was not properly repaired and is unstable.  The resident’s name and address was provided to the representative so that this could be checked out and corrected.

 

Walking Path Committee

            Commissioners Hardin, Nichols, and Dunn, along with resident Sandy Ashley, will investigate the feasibility of constructing a walking path in the city of Hurstbourne Acres.

 

Miscellaneous

            In a question about the responsibility for trees that were planted on the berm behind Hursbourne Circle, the attorney’s office will check and confirm who owns the berm.  The cleanout behind Hurstbourne Circle will not be started until after the first leaf pickup.

            Acting Mayor Dunn reminded everyone about the upcoming election on November 7, as well as the availability of flu shots at Kroger and Saint Margaret Mary’s.
